The object of the contract is the development, updating and implementation of a concept for the communication of the European Structural Funds (ERDF and ESF+) in Berlin in the funding period 2021-2027 in accordance with the terms of reference.
The concept should include both cross-fund services and fund-specific services. In addition to the development of the communication concept and advice on all questions of communication, the contractor shall above all carry out public relations measures. The measures are intended to build on existing structures and content of the previous public relations work of the managing authorities of the ERDF and ESF+ and to build on developed approaches. New elements must be networked and designed with the existing service and information offerings in such a way that they are perceived as a uniform communication and information offer of the two European Structural Funds in Berlin.
The subject of the service is the development, updating and implementation of a concept for the communication of the European Structural Funds (ERDF and ESF+) in Berlin in the funding period 2021-2027 according to the service description. The communication concept should include both cross-fund services and fund-specific services. The contract includes conceptual and implementation-oriented components.
In addition to the development of a communication concept and advice on all questions of communication, the contractor shall above all carry out public relations measures. The mandated measures are intended to build on existing structures and content of the previous public relations work of the managing authorities of the ERDF and ESF+ and to build on developed approaches. New elements must be networked and designed with the existing service and information offerings in such a way that they are perceived as a uniform communication and information offer of the two European Structural Funds in Berlin.
The service includes in particular:
• Concept development, updating and consulting
• Implementation of communication measures, including, for example:
o Publicity of the funding offers and the results obtained, also in cooperation and use of third-party formats (specialist administrations, intermediary bodies, partners, multipliers);
o Implementation and documentation of suitable advertising measures (larger information and communication measures, e.g. a campaign or event)
o Realization of at least one annual, possibly cross-media campaign
o Development and production of means of communication
o Maintenance and barrier-free further development of the website,
o Development and implementation of campaign websites/microsites
o Concepts for the use of new media, including social media, as well as their operational implementation
o Conception and production of films and commercials as part of public relations work,
o Research for and editorial preparation of the two newsletters of the ERDF and the ESF +, including electronic dispatch
o Continuous research and graphic and editorial preparation and publication of exemplary projects (german/ English)
o Support in press relations
o Optionally, the creation of information material and the development of the website for the funding period from 2028
• Media monitoring to monitor success
• Organization and implementation of events as well as support for participation in selected third-party events
• Procurement of image, film and photo material
The implementation conditions stated in the service description apply.
With the offer, the bidder specifies a price that covers the entire potential contract period. The price must include all costs incurred under the contract, including costs for subcontracting, implementation and licensing costs, etc.
The contract covers the years 2024-2025, with two extension options (1st in 2025 to the end of 2027; 2. In 2027 to the end of 2029).
In the calculation of the offer, cross-fund services to be provided jointly for both funds and fund-specific services to be provided for the ERDF or for the ESF+ in Berlin must be specified. The calculation must already take into account the entire potential contract period, including all extension options and, if applicable, foreseeable price adjustments during the service period.
