Barnsley Metropolitan Borough Council (the Council), is seeking to develop a dynamic purchasing system (DPS) of registered housing providers able to work in partnership with the Council to develop supported housing.
The DPS will have the following categories (further categories may be added at the discretion of the Council):
Category 1: Private Sector Leasing (in partnership with Barnsley, Doncaster and Rotherham Councils);
Category 2: Supported Housing Capital Expenditure (Barnsley Council only);
Category 3: General Needs Housing (Barnsley Council only).
Providers will be notified via YORtender if they are a successful applicant on to each category of the DPS applied for.
Providers awarded a place on the DPS shall be invited to further competitions for the categories for which they have applied as a when opportunities become available.
The DPS will be in place for a period of 5 years, however the council(s) does not guarantee any business through any categories of the DPS.
The primary aim of this category of the DPS is to increasing opportunities to prevent homelessness, reduce the risk of rough sleeping, sofa surfing and the revolving door of homelessness by ensuring there is a sufficient supply of temporary and move on accommodation in Barnsley.
The objectives of this DPS category is to:
1) Create a list of quality registered housing providers who are motivated and able to work with the Councils’ to develop accommodation via leasing arrangements with private sector landlords;
2) Facilitate the development and provision of good quality housing to meet identified demand.
The primary aim of this category of the DPS is to reduce the risk of rough sleeping, sofa surfing and the revolving door of homelessness, ensuring that there is a sufficient supply of temporary accommodation in Barnsley.
The objectives of this DPS category is to:
1) Create a list of quality registered housing providers who are motivated and able to work with the Council to develop supported housing;
2) Enable the Council to respond promptly to external funding opportunities;
3) Facilitate the development of good quality supported housing to meet identified demand.
The primary aim of this category of the DPS is to increase access to affordable housing which will meet the diverse needs of the borough.
The objectives of this DPS category are to:
1) Create a list of quality registered housing providers who are motivated and able to work with the Council to increase access to affordable housing;
2) Work in partnership with the Housing Growth Team to develop and deliver innovative housing solutions in the borough;
3) To utilise both their own and external funding sources to provide this accommodation; and
4) To work collaboratively with the Council and its ALMO, Berneslai Homes, with regard to our 106 policy (Affordable Housing SPD) and nomination arrangements.
