The municipality of Stockstadt am Rhein has decided to build a new day care centre on a plot of land on the newly developed municipal area of "Köllsche Gärten". According to the coordinated space program, the new daycare center for four groups will have a total usable area of around 1,000 m².
On the basis of the functional construction service description with room program, the contractor must provide all necessary planning and construction services, including interim construction financing and maintenance for the kindergarten within the extended warranty period, including the adjustment of the technical systems. For this purpose, the client carries out a negotiated procedure with participation competition in accordance with § 3a EU Abs. 2 VOB/A.
Planning and turnkey construction of a 4-group kindergarten (approx. 1,000 m² usable area) including preparation of the outdoor facilities including the outdoor play equipment.
The project is to be built in accordance with the KfW 55 building standard (it is expected that the legal standard will increase as of 01.01.2023).
The choice of construction is incumbent on the contractor. Only system construction solutions from containers are excluded.
In the course of the development of the entire district "Köllsche Gärten", the municipality was offered the prospect of financing the investment costs by hessische Landgesellschaft mbH (HLG). The city reserves the right to apply for and use further funding. The eligibility requirements specified in the award documents must be observed when processing the offer.
The contractor must ensure the financing of the necessary planning and construction services until the time of acceptance with interim construction financing. The remuneration attributable to the planning and construction and interim financing of the measure shall be paid directly by the client after acceptance of the total service.
The client expects a comprehensive overall offer for planning and construction services, costs of interim construction financing as well as for maintenance services within the extended warranty period, including the adjustment of the technical systems.
The award procedure is carried out as a negotiated procedure with a competition.
