General refurbishment of the open-air pool Gemünden - Planning and construction supervision services Lot 1: Object design services for buildings and outdoor facilities

The outdoor pool Gemünden was built in the years 1971 to 1973 and should be completely refurbished. The basin systems are to be renewed and the water surface thereby reduced. The changing building is to be renovated and possibly replaced by a new building. The complete piping system and bathing water technology must also be renewed. The client currently assumes the following costs:

- KGR 300 - Building - Structures 470 000 EUR (net, estimated),

- KGR 400 - Construction - Technical installations EUR 815 000 (net, estimated),

- KGR 500 - Outdoor facilities 1 425 000 EUR (net, estimated).

A detailed description of services is part of the tender documents.

The outdoor pool Gemünden was built in the years 1971 to 1973. The water areas are divided into the following pools:

- Non-swimmer: approx. 390 m 2 .

- Swimmer pool with jump pit: approx. 500 m 2 .

- Paddling pool: approx. 70 m 2 ,

The tiled pool systems, the complete piping system and the bath water technology have to be renewed. The jump facility may be eliminated. The water surface should be reduced, if necessary by pooling the pools.

In terms of the type of basin design in stainless steel or plastic, an economic analysis of the variants is required.

The building wing "Umkleide" is built in 1973 and designed as a so-called open construction with a lightweight roof and a steel construction of columns and girders. The individual areas such as changing rooms, sanitary facilities, staff rooms, were pushed open under the roof. In the basement there are currently 3 over 2 floors upstanding filters. The exterior and interior walls are made of limestone facing brickwork. A kiosk building, which is to be used in the future as a medical and swimming master room, is located in a separate building in the area between non-swimmers and swimmers. Below the existing building tract a new kiosk should be built, which is a simultaneous use by visitors of the outdoor swimming pool (indoor) and of people who are in the immediate vicinity Rad u. Use hiking trail (outdoor area), should allow. It must be examined whether this goal can also be achieved by reorganizing the required rooms within the existing building. The locker building can not be accessed barrier-free via the main entrance. Also missing appropriate barrier-free facilities such as changing rooms, shower, toilet. An economic feasibility study to consider the variants "new building" or "renovation" is commissioned.

With regard to the energy supply, the use of renewable energies, such as solar absorbers, for cost reduction in planning to be considered.

A load with PCB-containing material, such as paints, filters, sealants or expansion joints can not be excluded and taken into account in the planning.

There are 2 preliminary studies from 2015, which are part of the tender documents. The client considers the results of the preliminary studies generally feasible; but they are not mandatory.

As far as construction costs are mentioned in the preliminary studies, these are outdated. The client currently assumes the following amounts:

- KGR 300 - Building - Structures 470 000 EUR (net, estimated),

- KGR 400 - Construction - Technical installations EUR 815 000 (net, estimated),

- KGR 500 - Outdoor facilities 1 425 000 EUR (net, estimated).

The project is publicly funded by the Sports Facility Promotion of the State of Rhineland-Palatinate, the Project Management Jülich for the energy supply and the Leader promotion, as far as the tourist use is concerned, such as in the kiosk area.

The invitation to tender takes place in 4 lots:

- Lot 1 property planning services buildings and outdoor facilities,

- Lot 2 Technical Equipment Swimming Pool Technology and HLS,

- Lot 3 Technical Equipment Electric and

- Lot 4 Structural design services.

The subject of this invitation to tender is lot 1 - project planning services for buildings and outdoor installations. The specifications of the services to be provided by the contractor are based on Annexes 10, 11 14 and 15 to the HOAI 2013.

The completion of the benefit phase 3 must be done until 14.2.2020 to obtain the funding.

Due to the funding conditions, a step-by-step commissioning, initially up to service phase 3, is required. There is no legal claim to the further commission.

The measure is rushing. It is the aim, in agreement with the selected bidders, to shorten the offer period so that a presentation and negotiation date on 16.12.2019 is possible.
