FE 88.0011/2023 - Project Management Innovation Programme Road
For the upcoming funding period in the "Road Innovation Programme", BASt is looking for an experienced project management agency for a period of four years to implement the funding programme on the basis of a framework agreement. Funds of up to €600,000 including VAT are available for this purpose.
The BASt is the practice-oriented, technical-scientific research institution of the federal government in the field of road engineering. It is dedicated to the diverse tasks resulting from the interactions between people, traffic, infrastructure and the environment.
Within the framework of the "Road Innovation Programme", applied research and development projects are funded with an annual budget of currently €3 million. The main objective of the "Road Innovation Programme" is to achieve advances in knowledge through research funding, which will contribute to making the road system efficient and sustainable.
The projects can be funded by grants in accordance with the "Guideline for the Funding of Research and Development Projects within the Framework of the Road Innovation Programme", §§ 23 and 44 of the Federal Budget Code (BHO) and the General Administrative Regulations (VV) issued for this purpose. Funding is provided on the basis of the "General Block Exemption Regulation" - GBER.
As the contractor, the project sponsor is to implement the project funding administratively in all phases in accordance with the content and formal specifications of the client (AG) (from the preparation of funding notices and project calls to the preparation of application documents, advising interested parties and applicants, reviewing applications and approving or rejecting grants/allocations, including assessment by expert committees, support during the term up to the proof of use check). In all phases of project funding, the contractor should instruct the scientific staff of the working group (specialist departments) in the technical implementation and support them in this.
The strategic-political tasks and the overall coordination for the various funding measures and activities remain with the working group.
There is no provision for fiduciary management in accordance with Section 44 (2) of the Federal Budget Code (BHO) or a mortgage on the project sponsor in accordance with Section 44 (3) of the Federal Mortgage Code.
