The invitation to tender includes the delivery of services related to painting including residential wallpapering and flooring.
The work includes external and internal painting work such as (not exhaustive): -Improvements to external facades - Surface treated base layer that can be wood, concrete, leca, steel, etc. - Improvements to internal/external surfaces - Total decoration of rooms/departments - Replacement of coverings and other equivalent floor work - Wallpapering - Surface treatment in buildings - Paint, oil, stain, etc. on doors and windows.

The contract value is estimated to be above the EEA threshold.
Øvre Eiker kommune and Øvre Eiker kommunale eiendom KF: NOK 6 million excluding VAT for the entire agreement period.
Lier kommune, Lier Eiendomsselskap KF and Lier kirkelige fellesråd: NOK 20 million excluding VAT for the entire agreement period.
The contracting authority has assumed that assignments that are transferred in a framework agreement for construction contractor services are in addition to the stated maximum value.
Maximum value including options and expected price increases: NOK 26 million excluding VAT.

Amendment clause
The contracting authority has and exclusive option for extending the framework agreement's maximum volume of NOK 26 million excluding VAT by 20% without involving a significant change to the framework agreement.
Sub-tenders/groups
Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The contracting has considered dividing the assignment in accordance with the PPR §19-4, but finds that it is not appropriate for this procurement.
Framework agreement
The procurement will be regulated by the attached framework agreement.
The framework agreement will be valid from and including 2022-02-08 until and including 2024-02-07, with an option for an extension for up to 2 years, for 12 months at a time for the contracting authority.
The contracting authority shall enter into a contract with one or more tenderers, if a sufficient number of qualified tenderers submit tenders.
The contracting authority expects that the tenderer studies the contractual terms and makes the required internal clarifications in such a way that a contract can be signed if awarded.
