20_ 3083 Evaluation of 'Knowledge Promise 2020' for Sixth Form Education

The Ministry of Education and Research's intention with the assignment is to get knowledge on whether the crisis measures for sixth form education have functioned as intended, or what where the reasons why the measures have not functioned as intended.

The evaluation will give knowledge on the processes connected to commissioning and implementing the measures and on the results of the measures.

The tenderer must describe how the measures were modelled and commissioned by the counties and assess reasons why the counties possibly chose to use the resources in different ways.

The tenderer must identify and assess factors on the offer and demand side that contribute to or prevent good goal achievement in each measure. Tenderers must asses whether the subsidies were used in accordance with the intention.

We would also like the tenderer to give an assessment of the effect of the measures in the form of additionality. By this we mean how many extra participants and teaching places the measures provided, compared with a counterfactual situation.

An evaluation is to be carried out of several of the crisis measures in sixth form education, cf. White Paper 360 S (2019-2020) and chapters 5.7 and 6.1 in proposition 127 S (2019-2020). A total of NOK 795 million was granted for the measures in 2020. The Ministry of Education and Research needs knowledge on the implementation and effect of the measures. The contract includes an evaluation of the following measures:

Completion measures

— measure 1: give those who have been laid off and those without work who did not complete sixth form education the chance to achieve study or vocational competence (NOK 300 million in 2020);

— measure 2: give final year pupils from spring 2020 further education so that more achieve study or vocational competence (NOK 150 million in 2020), the apprentice measures;

— measure 3: extraordinary increase to the apprentice subsidy (NOK 170 million in 2020);

— measure 4: subsidy to the counties for measures for apprentices (NOK 175 million in 2020). Further measures can be implemented in the form of an extended offer in colleges for pupils who would like to take a certificate of apprenticeship, but who have not found an apprenticeship (measure 5). The Ministry of Education and Research would then need to take up options to expand the evaluation (options 1 and 2).

Tenderers must submit a tender for the announced assignment (measures 1-4) and, at the same time, accept through the tender to carry out the options if the Ministry of Education and Research takes them up. Tenderers can also submit a tender for the options (options 1 and 2) if they choose to do so.
