The Procurement Collaboration of Hadeland has entered into 3 framework agreements for the delivery of legal services/lawyer services to Gran and Lunner municipalities.
The contest was divided into 4 lots and will cover our needs for:
1) General lawyer services
2) Lawyer services for public procurements
3) Lawyer services within child welfare law
4) Lawyer services within the area of the Planning and Building Act and other municipal engineering disciplines
There was an opportunity to submit tenders for all four lots.
The assignments may generally consist of legal consultancy and assistance in legal issues/deliberations, case preparation and proceedings in disputes before the court, quality assurance, complaint handling and arranging courses.
The Procurement Collaboration of Hadeland invites tenderers to a tender contest for entry into framework agreements for the procurement of lawyer services within the areas included in
- Municipal law
- Public law
- The Public Administration Act
- Compensation law
- Other private law matters to which the municipality is a party
- The purchase and sale of property
- External notification channel
The assignments may generally consist of legal consultancy and assistance in legal issues/deliberations, case preparation and proceedings in disputes before the court, quality assurance, complaint handling and arranging courses.
The purpose of the framework agreement(s) for legal services is to cover the municipalities' actual and real needs for purchasing this type of service in an appropriate and efficient manner. Through the framework agreement, the tenderer shall be the municipalities' primary collaborative partner and service provider within the field of expertise of the framework agreement, regardless of the size and value of the assignment.

The Procurement Collaboration of Hadeland hereby invites tenderers to a tender contest for entry into a framework agreement for the purchase of lawyer services within public procurements and associated regulations.
The contest concerns Lunner municipality and Gran municipality.
Please note that Gran municipality belongs to Innlandet county and Lunner municipality belongs to Viken county (Akershus from 2024).
The need for lawyer services for public procurements will mainly include the following assignments:
Legal consultancy
Assistance with the implementation of procurement processes
Inspection work
Quality assurance
Assistance with any complaints and/or disputes
Negotiations
Procedure
Courses, lectures, conferences and seminars

In this tender contest, the Procurement Collaboration of Hadeland represents Lunner municipality and Gran municipality.
Please note that Lunner municipality belongs to Viken county (Akershus from 2024) and is part of the Child Welfare and Health Board in Buskerud and surrounding areas and Ringerike, Asker and Bærum district court, court location Hønefoss.
Gran municipality belongs to Innlandet county and is part of the Child Welfare and Health Board in Innlandet and Vestre Innlandet District Court in Gjøvik.
The assignments may generally consist of legal consultancy and assistance in legal issues/deliberations, case preparation and proceedings in disputes before the court, quality assurance, complaint handling and arranging courses.

- The act on the processing of planning and building applications (the Planning and Building Act)
- The act on the expropriation of real property (Expropriation of Real Property Act)
- Municipal engineering disciplines
The contracting authority is seeking lawyer services with specialisation in the above-mentioned areas.
The lawyer shall assist the Contracting Authority with consultancy in matters concerning:
- Building and partitioning cases
- Zoning plans
- the part of the municipal plan regarding areas.
- Property development agreements
- Land acquisition
- Expropriation cases
- Roads, water and sewage
The lawyer must also be able to assist the Contracting Authority as a case manager in cases where the municipal case manager is disqualified.
This may also apply during periods when extra resources are needed due to vacancies, etc.
It is assumed that the offered lawyers must use the Contracting Authority's case management system in this work.
