The aim of the procurement is to establish a framework agreement with a tenderer that will cover NAV's need for products (standard software, hardware, and cloud services) with associated services for security products.
Tenderers must have broad competence and a broad product assortment, and must be capable of putting together good systems based on the contracting authority’s requirements, including coordination, administration and interaction with the contracting authority and sub-suppliers/manufacturers.
The framework agreement will cover the main areas mentioned in the description of the procurement (and the qualification documentation, point 1.4). The area details are to be seen as examples and not exhaustive. NAV needs a tenderer that can offer experience and competence as regards choices, implementation, operation, and support.

The contract includes the following areas:
Procurement of security products for standard software and cloud services within the following product areas:
- Firewalls and security barriers
- Load balancing, Application Delivery Controllers, and Web Application firewalls
- Systems for secure remote access
- Systems for centralised content filtration and protection from harmful content
- SIEM-systems
- Systems for end point security
- Systems for email security
- Systems for governance and configuration control
Procurement of maintenance and support for security products covered by this contract.
Procurement of additional services within
- strategic consultancy services from the tenderer, who must keep themselves orientated on existing and future projects and technological developments in the market, as well as consultancy services from the tenderer to establish the use of new products, possibly also assistance from specialists at the manufacturer/3rd party.
- security testing and security reviews of infrastructure and services.
NAV has procured products (the entrance portfolio, which is documented in Annex 1), for which the tenderer - himself or via third party suppliers - must provide licences, subscriptions, support, and consultancy services.
Over time, and within the limits of this contract, the Contracting Authority will use call-off processes to renew or replace products (standard software and cloud services) in the current portfolio with alternative products and services.
The procurement's total scope in the contract period is estimated to be approx. NOK 150-200 million including VAT, and will be maximum NOK 250 million including VAT. The estimates are uncertain, which are mainly connected to the SIEM tool and the size of the log volumes that are covered by this system.
