due to the complexity and scale of the operation, the technical need to carry out the uniform and coordinated execution of the services, the contract cannot be awarded without prior negotiation due to special circumstances related to its nature, complexity and financial arrangement and because of the risks associated with it (4° of Article R. 2124-3 of the Public Order Code).

Since the contract contains the services of the project manager, the negotiated procedure is used.
