the public contract covers the services of project management and works, for the design and realization or Links and complements of Distribution Links serving approximately 3,500 Outlets. The perimeter of the Sockets to be served includes, on the one hand, 1,955 Isolated Outlets, known as PART No. 1, whose service is to be carried out within the framework of a flat-rate envelope, and, on the other hand, approximately 1,500 Sockets that cannot be connected to date, known as PART No. 2, in the context of services with purchase orders. Once the Links and Complements of Distribution Links of PARTS 1 and 2 have been completed, they will be given to the Delegate who intervenes under a public service delegation (DSP), for the construction and operation of a Very High Speed, optical fiber network, called sem@fibre77 and allocated to the company Seine-Et-Marne thd (sm thd), an ad hoc company created by the company Covage in 2015. These Links and complements of Distribution Links, subject of this contract, are intended to be leased to the Delegate who will ensure their marketing and exploitation.2.1.1 PART No. 1 - work to realize the Isolated Sockets (flat-rate part) concerning PART No. 1, the number of Isolated Sockets is 1,955, as determined as part of the preliminary studies carried out by the Syndicate. The deployment of the Links and complements of Distribution Links should make it possible to serve them according to the following schedule:- 2023 programming: 265 Sockets,- 2024 programming: 629 Outlets,- 2025 Sockets: 556 Sockets,- 2026 programming: 553 Outlets.The scope of the market and the candidate's commitment to its flat-rate offer detailed in the breakdown of the global and flat-rate price (Dpgf) are defined on a defined geographical coverage and at the municipal level. It should be noted that the programming at the communal mesh has been the subject of agreements signed or in the process of being signed between the Syndicate and its member intercommunalities. Consequently, the realization of the Links and complements of Distribution Links will take place according to a breakdown of the volume of Sockets to be served spread over 4 years of programming, already established at the municipal level and which should be respected.
