The subject of the contract is to maintain the technical efficiency of icebreakers stationed in the port of the hydrotechnical facility in Włocławek in the 2023/2024 season.

The Contractor will carry out the task of maintaining the technical efficiency of 8 icebreakers owned by the Contracting Authority. The icebreakers are stationed in the port of the hydrotechnical facility in Włocławek at 171 Płocka Street.

As part of the task, the Contractor, at the request of the Ordering Party, will perform all current, operational and emergency repairs allowing to maintain the full technical efficiency of the icebreaker fleet.

The Contractor shall ensure repairs, in particular, of internal combustion engines, removal of mechanical failures of accessories (equipment in the gym, on board), electrical, welding (steel and aluminum) and other repairs not foreseen above, and shall provide spare parts and necessary consumables during the term of the contract necessary to remove the failure.

As part of the task, the Contractor, at the request of the Ordering Party, will perform all current, operational and emergency repairs allowing to maintain the full technical efficiency of the icebreaker fleet.

The Contractor shall ensure repairs, in particular, of internal combustion engines, removal of mechanical failures of accessories (equipment in the gym, on board), electrical, welding (steel and aluminum) and other repairs not foreseen above, and shall provide spare parts and necessary consumables during the term of the contract necessary to remove the failure.

After receiving a notification of a failure from the Ordering Party, the Contractor will be obliged to immediately remove all defects with its own forces (technical team) and using its own tools and workshop equipment. The services will be provided on the basis of single telephone failure reports confirmed by written orders sent by e-mail to the Contractor's address by the manager of the hydrotechnical facility or other authorized employee of the Ordering Party at the port of the hydrotechnical facility in Włocławek, at 171 Płocka Street.

The slipping of the unit necessary to remove the failure will be carried out by the Ordering Party's services at the factory port of the Hydrotechnical Facility in Włocławek.

During the term of the contract, in the event of an icebreaker failure, the Contractor is obliged to arrive at the vessel within the following periods:

a) during the icebreaking action on working days and non-working days up to - 6 hours, regardless of the time of reporting the failure by the Ordering Party,

b) during the period of icebreakers staying in the port of the hydrotechnical facility between 1 December and 31 March of the following year, during the occurrence of ice phenomena on the Włocławek Reservoir on working and non-working days - up to 12 hours, regardless of the time of reporting the failure by the Ordering Party,

(c) during the period when the icebreakers are in the port of the hydrotechnical facility between the

1 December and 31 March of the following year, except for the period of icebreaking operations and the occurrence of ice phenomena on the reservoir on working days - up to 3 working days from notification,

(d) during the period when icebreakers are stationed in the port of the hydrotechnical facility between the

1 April and 30 November of the following year - up to 7 working days from the notification.

During the period of removing the failure, the Contractor will ensure the stay of its employees outside the port area, because the Ordering Party's icebreakers cannot perform a residential and social and living function.

The detailed scope of work and quality requirements for the materials used are contained in the appendices to the Terms of Reference, including the Description of the subject matter of the contract constituting Appendix No. 2 to the Terms of Reference and the draft provisions of the agreement (model agreement) constituting Appendix No. 6 to the Terms of Reference.
