The Operational Intercom is the system that connects audio between the various actors of a launch campaign: customers, launcher staff, CNES staff, external people... The operational intercom system extends to all CSG sites, but also to remote sites such as the CST or downstream stations.
The current MANIOC system is based on discussion groups, called conferences, bringing together different interlocutors via Operational Intercom (IO) terminals. These IO seats are conference subscribers.
The MANIOC 2 case is part of the PMCO project and aims to renew the existing MANIOC system following its obsolescence. It also includes the deployment of operational intercom on new sites such as the CDO or ELM.
The MANIOC 2 case is divided into 3 tranches:
• Cassava renewal tranche: This tranche concerns the renewal of the infrastructure and IOs of the existing MANIOC system CT matrix, as well as the removal of the existing system and the replacement of equipment from subscriber sites.
The sites concerned are as follows:
- The Technical Center (CT): Jupiter 2, Uranus E, Jupiter 1, Mercury
- Payload Preparation Kits (PECUs): EPCU S1, EPCU S3, EPCU S5
- The weather station
- Location, telemetry and observation stations: Galliot and Grand Leblond on the Montagne des Pères, Montabo, Diane and the Amazonian radars in Saint-Jean du Maroni and Pariacabo.
- Downstream stations and other remote sites: CTTM (Toulouse), Natal, Libreville, Malindi, Saint-Jean du Maroni, Bermuda, New Norcia, Gatineau, Santa Maria de Açores, Navalized Station, 6 transportable KIT (stored at the CSG)
- Launch Center 3 (CDL3): Interfaces with the CDL3 matrix
• CDO Optional Tranche: Deployment of new equipment in a new building located at the CT: the Operations Centre (COD)
• ELM optional tranche: Deployment of new equipment for micro/mini launcher needs. The site is called the Multi-Launcher Launch Complex (ELM), formerly DIAMANT
The new MANIOC 2 system and the existing MANIOC system operate on different technologies and networks (MAINATE and CAIMAN).
However, the current external interfaces will be shared between CASOC 2 and the existing CASOC system during the Technical Qualification (QT) and Operational Qualification (OQ) phase of MANIOC 2. It is necessary to ensure continuity of service for launch campaigns and to carry out the technical qualification (QT) and operational qualification (OQ) of the new MANIOC 2 system.
The case breaks down:
• Phase 1: Installation of the new MANIOC 2 system (excluding external interfaces) in parallel with the existing MANIOC system
- Installation of infrastructure (servers) at the CDO or other TB building
- Installation of IO workstations
- Replacement of downstream station stations
• Phase 2: Cohabitation of the new and old system at the existing external interfaces during the qualification period (QT and OQ)
- Connection of external interfaces to the new MANIOC2 system
- Use of external interfaces by the new MANIOC 2 system and the existing MANIOC system
• Phase 3: Switchover to the new CASSAVA 2 system and removal of the existing CASSAVA system
- Removal of the MANIOC 1 system, the wiring and any elements necessary for phase 2 (cohabitation of the CASSAVA 1 and MANIOC 2 systems)
- Relocation of the MANIOC 2 infrastructure to the CDO
The CDO and ELM tranches contain only new elements independent of the existing system. These tranches are only affected by phase 1.
The candidates' attention is drawn to industrial policy constraints that require priority to products and services produced by European companies belonging to member countries of the European Space Agency (Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, Germany, France, Greece, Hungary, Ireland, Italy, Luxembourg, Netherlands, Norway, Poland, Portugal, Romania, Spain, Sweden, Switzerland and the United Kingdom).
In this case, according to the expected geographical return requirements, the Call for Tenders must be restricted to European companies from the following ESA Member States:
Austria, Czech Republic, Denmark, Estonia, Germany, Greece, Hungary, Ireland, Luxembourg, Netherlands, Norway, Poland, Sweden and United Kingdom.
No other geographical return requirements are expressed in the Competition File.
Failure to comply with this requirement results in non-compliance of the offer.
