For Norwegian development aid to contribute to sustainable development, it is considered crucial that cross-cutting issues such as human rights, women's rights and gender equality, climate and the environment as well as anti-corruption are integrated. The aim of the evaluation is to contribute to knowledge that can be used to strengthen the implementation of the cross-cutting issues in Norwegian development cooperation. Part of the evaluation will look more closely at how human rights issues are integrated into selected projects in Nepal.
The evaluation is primarily intended to be a tool for practical lessons and learning. To encourage learning, the evaluation shall strive to identify successful implementation of the cross-cutting issues, as well as areas that can be improved.
We seek tenderers to evaluate the implementation of cross cutting issues in Norwegian development cooperation.

Several methodological approaches are called for in the proposal, including a data science analyse of archive documents, a study of practices within the aid management, and a study of human rights effects for end beneficiaries and affected persons in Nepal.
The main work is expected to be carried out in the period between august 2023 and March 2024. Dissemination of the report is expected to take place in June 2024.
