The subject of the present proceedings is now the award of general planning services for the construction of the Baiersbronn recycling centre in service phases 1 to 9. The services are to begin immediately after the award of the contract.
1.1 Subject-matter of the proceedings
The district of Freudenstadt wants to rebuild the Baiersbronn recycling center. In this context, a company and social building including a garage extension is also to be realized.
In February 2022, the Roth engineering office was initially commissioned to create an initial concept for this purpose (Annex 3 to the Applicant Memorandum).
The concept was presented to the district council and the waste management company was then commissioned to commission further planning steps of the selected variant 3.
The subject of the present proceedings is now the award of general planning services for the construction of the Baiersbronn recycling centre in service phases 1 to 9. The services are to begin immediately after the award of the contract.
The following measures will be carried out:
- Dismantling of existing structural facilities, consideration of connection to existing access road and existing infrastructure facilities
- Establishment of a new recycling center with covered areas
o Unloading area of recyclable material ramp by means of retaining walls
o Unloading area electrical appliances
- Construction of a new company and social building including a garage extension
- Preparation of surface pavement, drainage, supply and disposal
- Construction of a PV system on the covered area
- Construction of a solar thermal system on the company building
- Manufacture / connection of infrastructure facilities (supply and disposal, lighting, fencing, gates, etc.).
1.2 Scope of services
In view of the close integration of the services to be provided as well as the complexity of the task, the services are advertised as general planning services with the following planning disciplines:
- Engineering structures roofing, cf. § 43 HOAI
- Civil engineering structures, cf. § 43 HOAI
- Building construction of company buildings, cf. § 34 HOAI
- Structural design of operating buildings, cf. § 51 HOAI
- Structural design of civil engineering structures, cf. § 51 HOAI
- Technical equipment, plant groups 1 to 3 (HLS), cf. § 53 para. 2 in conjunction with § 55 HOAI
- Technical equipment, plant group 4, 5 (electrical, telecommunications and information technology systems), cf. § 53 para. 2 in conjunction with § 55 HOAI
A gradual assignment is intended, there is no entitlement to further assignment.
Work phase 4 is to be completed by May 31, 2024, so that the district council can decide on the realization of the project in July 2024. Construction contracts are to be awarded in the 3rd quarter of 2024.
Construction work is scheduled to begin in the 2nd quarter of 2025. Completion is scheduled for the end of the 1st quarter of 2026, so that the Baiersbronn recycling center will be operational by the 2nd quarter of 2026 at the latest.
