The task offered includes providing emergency power to New OUH.
The tender includes the establishment and operation of a DRUPS facility with related financing for the use of a total supply of emergency power to New OUH over a longer contract period.
The tender implies that there is a total supply of:
(a) the design and establishment and financing of a total DRUPS facility at the establishment stage;
(b) Operations and maintenance and financing in a subsequent supply phase.
The contract period has been determined to ensure the contraction of plant and operation, respectively, and to provide incentive to optimize the long-term total economy of the project.
With this tender, Region Syddanmark wants to offer a comprehensive solution, including the establishment of a DROPS facility and its operation for the supply of emergency power and better voltage quality to New OUH for a longer contract period.
The DRUPS facility consists overall of a DRUPS building with associated engineering and welfare facilities, and by extension a chimney. At the same time, new underground tank plants are being established. In addition, the supplier pursues the decommissioning and continuation of 10kV DROPS cables so that a connection between the DROPS plant and the switching station can be provided with 10kV emergency power via the DROPS facility. Likewise, underground piping is established from tank plants and forward to Drups building. Finally, parking lots and away areas are established in connection with the Drups Building.
The DUPS facility is to be constructed in Nyt OUH's “Tekikby' on construction mothened land. The Drups building must be physically built together with the separately established switching station. The switching station is offered in a separate tender (DP43 — 10 kV infrastructure) and is not part of the present tender. The same applies to the delivery of 10 kV DROPS cables from the switching station and up to the site on which the DPUPS building is located, which is operated by the supplier on DP43 — 10 kV infrastructure.
The establishment of the DRUPS facility includes, in addition to its establishment, including planning, design, control, testing and documentation.
The tender also includes the operation and maintenance of the DRUPS facility in a subsequent supply phase.
Region Syddanmark wants a supplier that, through a total economic mindset, has a persistent focus on ensuring a constant supply of emergency power, and also minimising costs for operation and maintenance in both the establishment and supply stages.
Thus, Region Syddanmark wants a supplier which, using a stable and reliable DRUPS facility with associated operating centre, monitoring system and guard system, can ensure that emergency power can be provided at any time in the event of a current/voltage outcome, and which at the same time has a readiness, which ensures the possibility of immediate remediation.
Likewise, Region Syddanmark wants a supplier which, by means of preventive operation and maintenance, ensures a DRUPS facility with high reliability in accordance with the requirements of functional and technical requirements (Annex 1), which solves the task professionally and flexibly.
In view of the nature of the task, including the overall technical economic conditions, the supply contract for the establishment and operation of the DRUPS facility is tendered for a longer contract period.
The contract is presumed to be unlimited, but with the possibility of termination from both parties after the expiry of a built-in period of intermination. The delivery period is expected to be 12.5 years, during which the contract is unterminable.
