The city Leinfelden-Echterdingen intends to expand and refurbish the existing Zeppelinschule in the district Echterdingen. We are looking for an engineering office for the technical planning TGA gem. §§ 53, 55 HOAI ALG 1-3, 8 (HLS), LPH 1-9. The commissioning takes place gradually (LPH 1-3, LPH 4-9).
The city Leinfelden-Echterdingen intends to expand and refurbish the existing Zeppelinschule in the district Echterdingen.
The existing 2-speed elementary school is to be extended by one train. There is also a need for a new single-field sports hall. Since these expansion areas can not be fully accommodated in the building stock, a structural extension of the necessary. For this purpose, a part of the building stock is to be dismantled.
A competition procedure is currently underway for the reorganization of the school premises in connection with the expansion of the building stock, taking into account the pedagogical and organizational requirements, which will be completed by the end of 2019.
The building must be planned on the basis of the applicable EnEV. Minimum requirements for the most CO2-neutral energy supply is the Renewable Energy Heat Act (EEWärmeG).
The energy demand of the building stock is covered by a gas heating system. Based on the competition design, the planner should calculate the adequacy of the existing gas boiler plant. In the long term, the heating system should be renewed or enlarged.
In the new building, a sufficient air exchange rate should be ensured. A ventilation concept with a window ventilation is preferred.
Structural requirements for the use of rainwater and greywater in the building, and in particular for irrigation of the open spaces, must be taken into account.
The promoter intends a timely realization of the extension. Planning is scheduled for the first quarter of 2020 and completion in the third quarter of 2022. The financing of the measure is secured. The implementation of the new construction and renovation should take place with as little intervention as possible in everyday school life. The promoter is currently planning a renovation of the building stock after the completion of the new building. For this purpose, a relocation or outsourcing of the areas of the inventory to the new building is planned, if possible. The school operation is to be ensured during the entire construction phase.

The following percentage points are charged for the individual service phases, according to the sub-table Technical Planning HOAI 2013:
LP 1-LP 5 in each case in full
LP 6: 6 of max. 7%,
LP 7: 4.5 of max. 5%,
Full LP 8 and LP 9 respectively.
So altogether 98.5% of 100%.
The client estimates the fee as follows:
Fee zone: for the groups of units 1-3 and 8 each II below,
Remodeling surcharge 30%, including building material to be processed, additional costs 3%.
Applicants may also submit divergent proposals for reimbursement on submission of tenders.
The plaintiff is aware of the ECJ judgment of 4.7.2019 (C-377/17).
