Metro Service wishes to enter into a framework agreement on the use of guards and service employees. The agreement will cover both fixed and ad-hoc tasks. Turnover is calculated with considerable uncertainty and thus cannot be seen as binding.

The contract will include several tasks to be performed by either service personnel or guards. There are no educational requirements for service employees, while the guards must have completed a certified training or a vocational training as a guard and have a guard certificate. Tasks include:
1) Call out guards when the alarm goes off
2) Service personnel for observation for fire at all metro stations on New Year's Eve
(3) Service personnel for ad hoc tasks, primarily information and guidance of passengers at stations;
(4) Guards for ad hoc duties as a guard
Especially for tasks 3 and 4, it is important that the amount and scope of the task is very variable and unforeseeable.
