The scope of the assignment includes making available to the NPO (renting) 23 hot drinks vending machines including the delivery of the desired and required ingredients and the preventive and corrective maintenance of the drinks vending machines. After the renovation, the NPO wants to expand the current number of devices with one (1) device. All devices are equipped with a fixed water connection.

The daily operation will be carried out by a party to be contracted. This is contracted in consultation with the Contractor via a quotation process. The NPO expects the Contractor and the party to be contracted to then take joint responsibility for the quality and continuity of the hot drinks supply at the NPO.
The NPO notices that the intensity of use differs per machine and wants to respond to this by placing a suitable device per location, for example 1) 'heavy duty' 2) 'medium duty' 3) 'light duty'. The NPO would also like to be able to apply the possibility to apply variation in ingredients, such as the use of lactose-free/plant-based milk and the café coffee. There is a 'living room' in the building. The NPO is considering an experiment with a 'high-end' machine where employees can get a luxury coffee with a payment module for a fee.
The following points are explicitly part of the scope of this Assignment:
- Taking care of the installation, connection, commissioning and keeping all equipment functioning. And the continuity of service
- Maintain and, if necessary, replace the equipment.
- Preventive maintenance and handling of malfunctions of the device.
- Supplying ingredients and accessories.
Out of scope
The daily cleaning of the coffee machines is explicitly left out of scope.
Targets
The following objectives are important for the contracting authority:
- The most important thing for the NPO is that the employees are satisfied with the taste of the coffee and that they also have a major influence on the choice of supplier through the taste test.
- It is important that the supplier unburdens the NPO on both deliveries and maintenance and continuity of service. The cooperation with the yet to be contracted operating party is important here.
- Corporate social responsibility and purchasing is an important starting point for the NPO, also in this tender. This includes aspects such as sustainable and fair origin, (circular) use of materials, energy consumption and social return.
- The NPO also wants to comply with the SUP legislation and is looking for a supplier who proactively and appropriately advises and makes a maximum contribution to this.
- Finally, the NPO considers contract management to be of great importance, whereby clear agreements are made and realistic prices and costs are agreed. In the current time of price fluctuations, this is an extra point of attention.
