German / international expertise in advising exemplary pilot farms on modernization and new investments should contribute to the development of modern environmentally friendly and animal welfare oriented milk production systems in Kazakhstan. Based on the operational examples and training also in Germany, local specialists and executives from companies and consultants in the management of modern facilities are to be trained in accordance with international standards. The project experience, which will also be made available to a broader specialist audience, will be incorporated into the further development of the state sector program, in particular to expand the advisory systems.

The contract for the implementation of the bilateral cooperation project "Increase of operational competence for the sustainable development of dairy production in Kazakhstan (promotion of milk)" is to be carried out in an open procedure pursuant to § 119 (2) and (3) GWB i. V. m. § 14 para. 2, 15 VgV. These are "special services" within the meaning of §130 GWB i. V. m. § 64 ff. VgV. The net value of the order is above the threshold value in § 106 GWB i. V. m. Article 4.d of Directive 2014/24 / EU1. Therefore, the awarding rules of the fourth part of the GWB are applicable.
