The procurement concerns the collection and transport of combustible waste from properties owned by the City of Rovaniemi and the Rovaniemi Education and Training Consortium, including waste container rental and waste container cleaning in accordance with the general waste management regulations in force and this invitation to tender and its appendices.

For the avoidance of doubt, this invitation to tender applies only to combustible waste. The clients are covered by the waste management arranged by the municipality, and as a result, the obligation to organise the transport of separately collected packaging waste (cardboard, packaging plastic, metal and glass) and biowaste will be transferred to Napapiirin Residuum Oy for packaging waste as of 1.7.2023 and for biowaste as of 19.7.2023. The customer arranges the waste management of the waste paper in accordance with section 47 of the Waste Act.

The acquisition is divided into the following subentities:

1. City of Rovaniemi

2. Rovaniemi Joint Authority for Education and Training

The bidder may submit an offer to one or both subsets.

The contract period is two (2) years from 1.9.2023 to 31.8.2025. The Subscriber reserves the right to two (2) one (1) year option periods. The Subscriber shall notify the Subscriber of the exercise of the option at least one (1) month before the exercise of any option. An option is a subscriber's right, not an obligation.

Appendix 1-2 indicates the address of the property, the number and size of waste containers, the type of waste, the frequency of emptying, as well as the rental containers and own containers. During the contract period, the client intends to move from their own surface containers to the rental container model. The emptying intervals, the number of waste containers and the sizes of the waste containers indicated in the invitation to tender and appendices 1-2 are indicative and are based on the current situation known to the customer and are not binding on the customer. These quantities shall be used to compare tenders.

The customer may have to make changes to the content and objects of the procurement during the contract period. As a result of the changes, emptying sites, waste containers or waste types may be increased or removed, or the size or emptying rhythm of the waste containers may be changed. As a result of the transfer of separately collected waste to Napapiirin Residuum Oy, the customer's procurement volumes may decrease due to, for example, improved recycling. These changes do not affect the unit prices of the contract.
