The municipality of Enschede, as a contracting authority, wants to award a contract to one contractor for the commuting of DCW employees (SW company). The target group are employees who, due to a disability, cannot travel independently to work with their own transport or public transport.

The initial term of the agreement is 2 years, with the possibility of extension by 2 times up to 1 year.

The expected contract value is 1.2 million euros, for the duration of 4 years. No rights can be derived from this amount.

The DCW employs employees with a physical, mental or mental disability. The DCW has a database of approximately 900 employees with an indication for the social employment provision. About 500 of these employees are externally seconded to various employers in the region and about 400 people work in the 'Sheltered Company DCW'. This last mentioned group needs a lot of guidance, which makes working in a "normal" company impossible. The employees have an employment contract with the municipality of Enschede.

Under the COLLECTIVE LABOUR AGREEMENT for SW, the employer has the obligation to offer commuting transport to employees who cannot travel independently to and from work. These employees have a so-called "transport indication". For the SW target group of the municipality of Enschede, it is currently about a group of 50 employees who have such an indication, via the company doctor. In addition, other target groups of the organization can use the transport facility if there is a need for it and there are resources for it.
