The assignment includes the appointment of a social secretariat for the Fire Department Zone Rand (BZR), for the execution of payroll administration and support for personnel management. In the next phase, the intention is to expand this service with some 'soft-HR' related services and tools for recruitment and selection, evaluation and budget management, among other things.

Zone Rand Fire Department, hereinafter 'the zone' is one of the 35 Belgian and one of the five Antwerp emergency services zones, and provides fire service and medical assistance (ambulance) from 21 municipalities and 20 fire stations in the northwest of the province of Antwerp, in the area around the city Antwerp. The zone unites the fire and ambulance posts Borsbeek, Brasschaat, Brecht, Sint-Job, Edegem, Lint, Essen, Kalmthout, Kapellen, Kontich, Oostmalle, Westmalle, Ranst, Schilde, Schoten, Wommelgem, Wuustwezel, Zandhoven, Zoersel and Sint-Antonius. The posts, which are home to more than 850 employees, both professional and volunteers and non-operational staff, are committed daily to protect the inhabitants of its territory.

Fire Brigade Zone Rand is looking for a partner who, based on its specific expertise in personnel and payroll administration and socio-legal (Belgian) legislation with regard to emergency care zones, can offer the necessary modern integrated software, both in the field of personnel and payroll administration as well as in the broader domain of other HR processes and succession systems.

The portal must be practical for staff members of the zone who are familiar with payroll administration and remuneration. The portal must have software adjustments so that data protection can be guaranteed at all times.

It is crucial that the contractor has knowledge of Belgian personnel legislation in general and of emergency care zones in particular.

Fire Department Zone Rand wants to enter into a 4-year contract that will be renewable 4x by 1 year after that initial period.
