The object of the procurement is expert work. Consultancy services are divided into separate areas: consultancy services requiring railway transport experience subsections 1-3 and consulting services requiring no railway transport experience sub-areas 4-12.
The tasks of areas requiring railway experience are related to, among other things, the preparation of railway sector surveys and specifications, the study and planning of the implementation of operating models, processes and technologies, the drafting and implementation of various project plans and projects, the evaluation and testing of technological solutions, and the development and evaluation of alternative solutions. Other possible tasks include preparing and assisting in tendering and procurement, as well as tasks related to project management. The target of the procurement is railway-related project management and expert services.
The areas of work requiring no railway experience are related to, among other things: consultancy services related to passenger information and passenger support systems, consultancy services related to safety management, consulting services related to fire and rescue safety, consulting services related to risk management, expert tasks in radio technology and telecommunications consulting services, consulting services related to technical solution architecture, consulting services related to requirements management, operational safety-related consultancy services and electrotechnical design and expert services.
With this acquisition, Fintraffic Raite's goal is to quickly get a cost-effective, professionally top expert or team of experts to assist in separately defined projects.

Lot 1: Consultancy services requiring railway experienceTasks include drafting railway sector reports and specifications, researching operating models, processes and technologies, planning implementation, drafting and implementing various project plans and projects. Tasks include evaluation and testing of technological solutions as well as development and evaluation of alternative solutions. The tasks may also be related to the preparation and assistance of tendering processes and procurements, as well as tasks related to project management. The procurement is described in Appendix 1, description of the object of procurement, subdivision 1.
Section 10: Requirements ManagementThe tasks of a requirements management expert include, for example, planning, describing and updating systematic and traceability-based requirements management processes and, in accordance with defined processes, guiding requirements management in the project. The object of the procurement is described in Appendix 1, description of the object of procurement, subdivision 10.
Section 11: Functional Safety Expert ServiceThe tasks are related to the management of the functional safety of the Client's operational systems in accordance with standards SFS-EN 50126, 50128, 50129.
The functional safety expert service includes the following tasks: assessment of the functional safety management system, preparation of a development plan, auditing, management and implementation of development projects, training.
Tasks related to functional safety management (or their facilitation) in system procurement and modification projects, such as: creation of project plans and procedures, risk identification, safety analyses, compilation of safety justifications. The object of the procurement is described in Appendix 1, description of the object of procurement, subdivision 11.
Section 12: Expert electrotechnical design and expert tasksAssignments may include, but are not limited to, the following expert services:
design and expert tasks related to electrical systems and related auxiliary systems, such as various design phases related to the electrical systems and emergency power machines of properties, as well as expert reports. The object of the procurement is described in Appendix 1, description of the object of procurement, subdivision 12.
Section 2: Consultancy services requiring railway experience – expert services for electric railwaysAssignments for electric railway expert services may include, for example, the following expert services related to electric railways: consulting services for the development of operation centre services, architectural design and requirements management tasks related to electric railway systems, planning procurement of electric railway systems and consulting tasks related to electric railway technology. The object of the procurement is described in Appendix 1, description of the object of procurement, subdivision 2.
Section 3 Consulting services requiring railway experience - Safety and other professional servicesThe main task of the design consultant will be related to various design tasks of railway traffic control and control systems, from preliminary design to construction and system commissioning.
Tasks include: drawing up long-term plans for the camera surveillance system,
control of the camera surveillance system service provider and maintenance services, and
monitoring, supervision and quality assurance of construction projects and participation in acceptance inspections, participation in service monitoring meetings as the client's expert, planning of repair work and equipment specification, if necessary,
Safety coordinator tasks of maintenance services, coordination of the development of safety control room systems, support services, testing, quality assurance and commissioning, preparation of instructions, coordination of training of safety control room systems and other tasks and reports specified by the client.

Section 4: Design and construction consultancy service for passenger information and passenger support systemsThe main task of the design specialist will be related to the design tasks of the display and public address devices and systems included in passenger information, from the planning of the track and space reservation phase to construction and the commissioning of the systems.
Tasks include: Technical and BIM-based design services as well as design coordination, coordination, management and development: Autocad, etc. technical 2D design and BIM-based technical 3D design IFC, etc. Template
technical principle design of telecommunications and electricity distribution, design, specifications and requirements for technical facilities and AV systems at stations, for example. passenger information systems, measurement and modelling services and service development: acoustic modelling both on open platforms and inside stations, and

Section 5: Fire and rescue safety expert serviceThe duties of a fire and rescue safety expert involve drawing up various fire and rescue safety plans and updating and evaluating existing plans. The tasks may be related to contingency planning, accident planning, emergency planning, planning and coordination of exercises, risk assessment and minimisation, and the organisation of such training. The object of the procurement is described in Appendix 1, description of the object of procurement, subdivision 5.
Section 6: Safety Management System Expert ServiceThe expert service related to the safety management system includes the following tasks: assessment of the safety management system and preparation of a development plan,
auditing of the safety management system, management and implementation of safety management system development projects, training related to the safety management system. The object of the procurement is described in Appendix 1, description of the object of procurement, subdivision 6.
Section 7: Risk management facilitation tasks and trainingThe task includes carrying out risk assessment in accordance with the procedures of either Fintraffic Raite or the Finnish Transport Infrastructure Agency's current safety management system (including the procedures concerning risk assessment in accordance with the YTM Regulation), including the following tasks: description of the system / change, risk identification (methods, facilitation), risk assessment, planning and monitoring of management methods, documentation of the entire process and risk management training. The object of the procurement is described in Appendix 1, description of the object of procurement, subdivision 7.
Section 8: Telecommunications and Radio Technology Expert ServiceThe telecommunications and radio network specialist will design the radio network needed by Digirail for the needs of the future system structure. The expert ensures that the radio network solutions required by the enterprise architecture are taken into account. The specialist plans and supports the integration and works closely with integration design and testing. The object of the procurement is described in Appendix 1, description of the object of procurement, subdivision 8.
Section 9: Technical solution architectureThe tasks of a technical solution architecture expert include, for example, modelling, designing, implementing and monitoring architectural descriptions related to Finland's ERTMS solution (ERTMS=European Rail Traffic Management System).
