The contest concerns a framework agreement for delivery of plastic waste sacks as well as bioplastics waste bags.

The contract value is estimated to be above the EEA threshold. The need is uncertain. The contracting authority has previously purchased sacks and bags for approx. NOK 1,000,000 excluding VAT per year for the last 3 years. The volume can be both higher and lower, and will depend on, amongst other things, the contracting authority's needs, activities, budgetary situation and other framework factors.

There is an option for Sirkula IKS (Hamar) to join the contract in the fourth quarter of 2022 (in accordance with agreement). The option concerns bioplastics sacks for food waste. Previously this company has purchased bioplastics sacks for approx. NOK 1,500,000 excluding VAT per year for the last 3 years. The need is also uncertain. The volume can vary both up and down, and during the contract period will be dependent on among other things Sirkula IKS’ need, activities, budget situation and other framework factors.

Without option: Anticipated annual volume: NOK 1,000,000 excluding VAT. The estimate is non binding for the contracting authority. The maximum value for the contract, including any extensions and expected price increase: NOK 6 million excluding VAT.

With option: Anticipated combined annual volume (from and including year 2): NOK 2,500,000 excluding VAT. The estimate is non binding for the contracting authority. The maximum value for the contract, including any extensions and expected price increase: NOK 16,000,000 excluding VAT.

Sub-tenders/groups

Tenders can be submitted for one or more groups in accordance with the division below. Sub-tenders cannot be submitted within individual groups, nor alternative tenders.

Group 1: Plastic sacks and plastic bags (estimated value per year NOK 300,000, maximum NOK 450,000 per year) Group 2: Bioplastics bags for food waste (estimated value per year: NOK 700,000, maximum NOK 1,000,000 Included option: estimated value per year NOK 2,500,000 maximum NOK 4,000,000)

Framework agreement

The assignment will be regulated by the attached framework agreement with the accompanying standard agreement terms.

The contracting authority will sign a contract with 1 tenderer in each group.

The contracting authority expects that the tenderer studies the contractual terms and makes the required internal clarifications in such a way that a contract can be signed if awarded.
