Øygarden Municipality would like to establish framework agreements with tenderers that provide consultant engineering services, architect services, planning advice, and project administration.
The procurement will be split into three areas:
1. Framework agreement for consultant engineering services/architect services
2. Framework agreement for planning advice
3. Framework agreement for project administration
Framework agreement 1 will cover Øygarden Municipality's need for planning and engineering design services within building and construction. Both new buildings and renovations. The framework agreement will also cover technical consultancy services for the municipality's existing buildings and roads.
Framework agreement 2 is for planning assignments that the municipality need assistance with. This can be for all planning levels, from general municipal plans to development plans.
Framework agreement 3 is for assistance with project administration connected to process management, construction management/builder ombudsman, and SHA management. In this contract, the tenderer will be expected to work locally in the builder's premises.

There will be projects in all phases, from the early phase to reviews with more detailed engineering design/descriptions for tenders in accordance with NS8406/8407. The assignments in the contract will be regulated by NS8401, NS8402 or NS8403, depending on the contract.
Framework agreement 2 is for planning assignments that the municipality need assistance with. This can be for all planning levels, from general municipal plans to development plans. The assignments in the contract will be regulated by NS8401, NS8402 or NS8403, depending on the contract.
Framework agreement 3 is for assistance with project administration connected to process management, construction management/builder ombudsman, and SHA management. In this contract, the tenderer will be expected to work locally in the builder's premises.
