On behalf of the Federal Republic of Germany, represented by the Lower Saxony State Authority for Road Construction and Transport, Nienburg division, the local construction supervision for the replacement of the Weser bridge Stolzenau B 215 is to be provided.
Bundesstraße 215 runs from Glissen to Stolzenau and on via Landesbergen, Nienburg and Verden to Rotenburg. As a north-south connection in the Verden - Minden area (via the B 482 and B 61) or from Nienburg via the B 6 to Bremen and Hanover. Due to the connections to the motorway network there, the B 215 is of great importance for supra-local economic, commuter and leisure traffic.
At km 0.427 (para. no. 90, station 0179) the B 215 crosses the Weser at river km 242.340.
The present construction project includes the new construction of the Weser bridge including the demolition of the existing structure. The resulting relocation of the B 215 road and the conversion of the B 215/L 351/K 63 junction into a so-called "small roundabout" are not the subject of this tender.
The existing structure is a three-span bridge with a pillar, the replacement new building will be designed as a single-span bridge.
In the construction section, the speed is currently limited to 50 km/h in the course of the main road due to load-bearing capacity restrictions of the bridge.
The construction line begins west of the junction B 215 /L 351 /K 63 at construction km 10+000 (section 80, station 1203) and is then led in a right curve to the new roundabout, then in a left curve on the new Weser bridge and then ends in a right curve at the level of the access road to the gravel works at construction km 10+764 (section 90, Station 826).

NOTE: Performance phase 8 will be awarded in a further VgV procedure. It is pointed out that the Client intends to award a separate contract and therefore the award of the service phase 8 and the ÖBÜ to a contractor does not take place.
1. On-site construction supervision for civil engineering structures
1.1 Preparation of a personnel deployment plan and handover to the Client at the latest at the beginning of construction. Regular updating of the personnel deployment plan
1.2 Plausibility check of the stakeout
1.3 Participation in instructing the contractor in the construction project (construction start-up meeting)
1.4 Participation in all construction meetings and protocol preparation
1.5 Supervision of the execution of the construction work according to HVA B-StB
1.6 Keeping a handwritten construction diary, documentation of the construction process (including photo documentation)

1.7 Monitoring the execution of the advertised services for compliance with the documents released for execution, the construction contract, the generally accepted rules of technology, the relevant regulations and laws and the specifications of the client
1.8 Monitoring of the disposal of hazardous waste in accordance with the construction contract within the meaning of the KrWG. Application of the electronic verification method (eANV) in accordance with the NachwV using your own signature card and reader.
1.9 Participation in the monitoring of the contractually agreed dates and deadlines
1.10 Immediate information of the construction management about recognizable changes to the construction work contractually agreed between the contractor and the client, including obstructions and interruption of execution as well as changes in quantity
1.11 Monitoring the use of the other contractors for compliance with the other contractors named in the construction contract
1.12 Documentation of the obstructions and interruption of the execution as well as performance / or quantity changes in the construction diary
1.13 Participation in the processing of changes and additions to the contract (presentation of facts, check for completeness of supplementary offers)
1.14 Time tracking of addendum processing
1.15 Checking and evaluating the eligibility of supplements (written presentation of facts, checking for completeness of supplementary offers) Supplements must be processed immediately
1.16 Request or initiation of suitability, self-monitoring, external monitoring and control tests and evaluation
1.17 Joint measurements with the exporting companies
1.18 Examination of measurements, quantity calculations and invoices as well as other documents justified by payment
1.19 Updating of the documents justifying payment with a view to the final accounting and audit
1.20 Advance invoices must be checked, determined and presented to the Client within 3 working days of receipt of the invoice. The examination and determination of final invoices must be concluded in such a way that the timely performance of the final payment by the Client is ensured, as provided for in § 16 No. 3 (1) VOB/B.
1.21 iTWo construction accounting: the construction invoice must be checked with the "iTWo" it system. The contractors of the construction services must also provide the data in digital format in accordance with REB VB 23.003 (DA 11) on data carriers for each advance invoice and for the final invoice.
1.22 Participation in monitoring the testing of the functionality of the plant components and the entire system and in the compilation of the documents required in the construction contract (functionality of the bridge system before opening to traffic)
1.23 Monitoring the design of all structures for compliance with the stability certificate
1.24 Documentation of the construction process (including construction diary, photo documentation)
1.25 Participation in the acceptance of services and deliveries
1.26 Participation in construction contract acceptances
1.27 Participation in official approvals
1.28 Monitoring of the clearance and recultivation measures of the construction site and the construction site areas
1.29 Monitoring the elimination of defects detected during the acceptance of the services
1.30 Local construction supervision is responsible, inter alia, for ensuring that:
- no work is carried out for which execution documents released for construction are not available,
- no construction aids subject to inspection are used which have not yet been tested and approved,
- all construction operations in which forces are introduced into the subsoil or structure comply with the tested stability evidence,
- the entrepreneur fulfils his obligation pursuant to § 11 of the BDV-StB. The local construction supervision must intervene if the contractor violates the regulations on safety on the construction site, especially if the construction site is suspended or the work is interrupted. It is responsible for safety on the construction site if the individual structure has been approved, but the construction project as a whole has not yet been completed.
- All violations or other significant circumstances or events detected during construction supervision must be recorded, stating the day and hour. Special events such as e.B accidents must be reported by the employee in charge of the construction supervision to the construction representative.
1.31 The condition of paths, terrain surfaces and the like must be determined - if necessary - before the start of construction together with the contractor and the developers. The result shall be recorded in minutes and signed by the parties concerned.
1.32 Immediate notification of the working group in the event of destruction or change of position fixed points of the state and special network or of fixed altitude points
1.33 Recording of damage to land, roads and other damages and their immediate further notification to the Client
1.34 Special technical supervision of the executing companies, e.B. in the execution of piling work for shoring
