This call for tenders concerns the contract for the provision of a comprehensive system solution for the social, health and care area ("SSO system") to Halsnæs Municipality and Lyngby-Taarbæk Municipality. The municipalities have agreed to establish a temporary cooperation on the implementation of joint municipal tenders, with Lyngby-Taarbæk Municipality as coordinator. The municipalities are then collectively referred to as "Contracting Entity". The cooperation has been concluded on the basis of section 123 of the Public Procurement Act and the municipal power of attorney rules.

The delivery of the SSO system entails, in addition to the right of use for the covered systems, functionalities, etc., also implementation by the Contracting Entity, as well as operation and maintenance.
The municipalities' health and care systems support the execution of ordering, performing and authority tasks within the citizen-oriented health and care area, including partly the authority work and the visitation processes that are behind the appropriation and ordering of interventions related to care, nursing, rehabilitation, training, health promotion, prevention, housing and assistive devices, partly documentation and cooperation on the citizen in relation to delivered interventions. The system also constitutes a single electronic care record (EOJ), which collects all information about the individual citizen, both documentation data and performance data in connection with the planning of deliveries. The municipalities' social system supports similar tasks in order to ensure that the target group, vulnerable adults, receives the necessary treatment, support and counselling, and the system functions accordingly as an electronic social record (ESJ).
The SSO system must support the social, health and care area at the Contracting Entity for both performing employees, orderers and administrative employees.
