The subject matter of the award procedure is the conclusion of six (6) public-law agreements pursuant to § 13 para. 1 RettG NRW (one integration agreement per lot) for the purpose of transferring the performance of qualified patient transport tasks to third parties for a period of four (4) years (basic term) plus an extension option by twelve (12) months (option period) against a lump-sum annual remuneration.
In addition, on request, the agent also participates in planned and unplanned additional requirements in return for a lump-sum remuneration depending on the assignment.
The commissioners carry out the task as administrative assistants in accordance with the instructions of the City of Münster as the carrier of the rescue service.
The award is made as a social and other special service within the meaning of § 130 Abs 1 GWB in conjunction with §§ 64 ff. VgV in the procedural type of an open procedure. The group of bidders is not limited to non-profit organisations or associations within the meaning of § 107 (1) no. 4 GWB.
Lot 1The scope of services includes the execution of patient transport tasks in accordance with § 2 Abs. 3 RettG NRW in the urban area of the independent city of Münster as well as beyond (so-called long-distance journeys) to cover the basic needs within the following operating and holding times:
- KTW 2: Mon. to Fri.: 6:00 a.m. to 11:00 a.m.; Saturday: 6:30 a.m. to 3:00 p.m.; Sundays/public holidays: 7:00 a.m. to 1:00 p.m. (39.5 hours per week)
- KTW-11: Mon. to Fri.: 8:30 a.m. to 4:30 p.m. (40 hours per week)
- KTW-6: Mon. to Fri.: 7:30 a.m. to 1:00 p.m. (27.5 hours per week)
In addition, the scope of services exceptionally covers the implementation of so-called first-responder missions as well as the following provision to cover the planned and unplanned additional requirements (see on estimated and maximum call-off quantities para. VI.3) (point 4) of this notice) during operating hours:
- For the unplanned additional demand, the contractor must also provide an additional ambulance (peak demand KTW) per lot during operating hours, together with suitable staffing, which must be fully operational in a maximum of 45 minutes after receipt of the request by the control center.
- The additionally held peak demand KTW can also be requested by the customer to cover (pre-)plannable additional requirements with a lead time of at least 14 days, in exceptional cases at least 48 hours.
The rescue equipment provided within the scope of this order must also be made available during operating hours to avert major damage events within the meaning of § 7 para. 4 sentence 2 RettG NRW on separate request.
The contractor shall ensure the requirements for each lot with the provision of suitable personnel and carry out the operations assigned to him by the control centre with his own rescue equipment. The place of operation and all rescue equipment required in accordance with the scope of services (vehicles including medical-technical equipment and equipment) as well as consumables are to be provided by the contractor.
