Construction management of the shore power plant at the HafenCity cruise terminal

On behalf of FHH, the Hamburg Port Authority (HPA) will build a facility at the HafenCity cruise terminal (Cruise Center 1, CC1 for short) to supply cruise ships with electricity. This serves to reduce pollutant emissions from cruise ships during layover. The HPA is in charge of the planning and construction of this shore power plant. The facility is expected to be operational by the 2025 cruise season at the latest.

For the execution of the shore power system for the HafenCity cruise terminal, a construction site management is required to monitor and control the execution.

The construction project is divided into several award units. These include:

• Systems engineering (interior fittings of the converter station and control room (incl.TGA), converters, transformers, switchgear and cable route) [award phase underway, construction in 2024]

• Cable management system (transfer facilities at Chicagokai) [award phase underway, construction in 2024]

• Cable conduit route in the road area [construction phase completed]

• Preparatory civil engineering on Chicagokai (cable duct, shafts, foundation garage) [under construction until the end of 2023]

Building construction garage [planned, construction planned in 2024]

The subject of the construction management is all civil engineering and building construction work as well as the installation of electrical and building services. The services of the construction management (BOL) are to be carried out in compliance with the specified schedule and cost framework, as well as in compliance with quality, even in the event of possible changes in the service content or changes in boundary conditions, in accordance with the state of the art. The BOL must ensure that all services provided by the construction companies fully comply with the requirements of the construction contract, and the BOL thus pursues detailed contract and claim management.

As the client, the HPA sees BOL as its extended arm, which actively contributes to the success of the project through expert and forward-looking action. Recognizable deviations in the construction work compared to the performance target must be reported to the project management immediately. If necessary, alternatives must be developed and proposals for decisions submitted.

Full-time construction management performance period: 11/2023 to 06/2025
