The subject of the Order is the “Development Plan and the concept of zoning of Logistic Valley areas in Kosakowo Municipality, together with a preliminary feasibility study”, including the development of documents of a conceptual and study nature:
1) Logistics Valley Area Development Plan (hereinafter referred to as Development Plan);
2) Variant Logistic Valley Development Concept (hereinafter referred to as: Variant Concept of Zoning);
3) Preliminary Feasibility Study.
The subject of the Order includes the development of documents:
1) The Development Plan owes:
(a) define Functional Area;
(b) include an analysis of functional links;
(c) indicate the consistency of development with other senior strategic and planning documents (Community, national, regional);
(d) indicate consistency of development with other documents of strategic nature and local government units (strategies, development studies, local development plans).
The Development Plan should include:
(a) Internal and external conditions of the area,
(b) Strategic analysis of the area,
c) SWOT/TOWS analysis of the area along with contiguous areas.
(d) Development of strategic objectives, major development directions planned to be achieved as a result of individual investment initiatives, broken down by stages,
e) Linking the development plan to other higher-order strategic documents,
(f) Implementation, monitoring and evaluation of the development plan;
2) The Variant Concept of Zoning should specify:
(a) at least 4 different variants of development including phasing,
(b) field needs for planned infrastructure investments together with possible redemption needs for additional contiguous parcels for each of the variants,
(c) the needs for the completion and construction of new technical and road infrastructure elements for each variant,
(d) the investment assessment of the plots designated for development together with the subdivision of the land into investment attractive areas resulting from the analysis of the market environment;
(e) the concept of dehydration of sites for each variant;
(f) the concept of road and rail connection to neighbouring areas and to the national and international road and rail network for each variant,
(g) assumptions to planning documents.
Variant Concept of Zoning consist of:
(a) delimitation of the area,
(b) the stage of diagnosis and hydrologic-geological studies,
(c) the concept of development,
(d) consultation with Stakeholders and key institutions,
(e) annexes in the form of tables, diagrams, drawings and maps;
3. The Preliminary Feasibility Study should, in particular,:
(a) provide the basis for efficiency and technological possibilities for the implementation of perinar investments for Logistics Valley areas;
(b) provide comprehensive support for decision-making and should allow for EU funding to be sought for the implementation of the undertaking;
(c) include both analysis of the socio-economic environment of the project, financial and economic, technical and technological, organisational and functional and legal and institutional analysis.
The preliminary Feasibility Study should include, among others, the following parts:
(a) the applicant,
(b) the subject of a feasibility study,
(c) description, design characteristics and logic of intervention,
(d) a description of the existing state,
e) analysis of the project environment,
(f) analysis of demand for project results,
(g) feasibility analysis and analysis of variants (alternative solutions),
(h) the feasibility and institutional sustainability of the undertaking,
(i) legal enforceability of the investment
(j) technical analysis of the project,
(k) environmental impact analysis,
(l) the plan for the implementation and operation of the project,
(m) financial analysis,
(n) cost-benefit analysis,
(o) sensitivity and risk analysis,
(u) a summary together with recommendations on the necessary regulatory changes, planning and strategic documents, together with proposals for records, enabling the implementation of the project,
p) for the optimal option, the application in the form of an interactive 2D and 3D and touch map for Android and iOX operating systems. The application is to work with interactive monitors and tablets;
r) for the optimal variant, drawing up a photorealistic animation film with a length of 4 min in 4K format with comments and descriptions, in two language versions: Polish and English.
