In the first construction phases, Rundfunk Berlin-Brandenburg carried out fire protection renovations on the high-rise building of its television centre at Masurenallee 16-20 in 14057 Berlin.
The project content of the 4th construction phase is the section-by-section fire protection and media renovation in the area of stairwells B and C, including the adjacent shafts and rooms. The northern wing of the high-rise building is 7-storey, the southern wing is 13- and 14-storey.
For the most part, the measures must be carried out during operation.
The aim is to establish the fire protection of the television centre with the following service contents, so that further, long-term use is guaranteed and a condition approved by the building authorities is established.
- Securing the stairwells stairs B and C
- Fire protection revision of the load-bearing structure
- fire protection revision of the cladding and
Raumabschlüsse
- Technical revision of the building services installations
As part of the measures, there will be the following four EU tenders:
VE 23.06.237 Objektplanung
VE 23.06.238 Technical building equipment, HLSK
VE 23.06.239 Technical building equipment, ELT
VE 23.06.240 Technical building equipment, extinguishing technology
The review and, if necessary, revision of the LP3 work phase is commissioned directly.
The service phases LP4-LP8 are optionally ordered and called up individually.
The commissioning of the planning services is planned for 15.11.2023. The completion of the review and, if necessary, revision of the LP3 of all four EU calls is scheduled for 13.04.2024.
The entire high-rise building is surrounded by a high-pressure water mist extinguishing system, following briefly
HDWNLA, protected. This was installed in 2018 and remains in place. Without a
Functional HDWNLA, the operation of the high-rise building (FSZ) is not permitted. In the
Shafts of stairwells B and C (3rd floor to 14th floor) are currently located in the
Main distribution lines including the area valves (floor shut-offs) for the
HDWNLA. In the course of execution, care must be taken to ensure that the
Main distribution lines including floor barriers during construction
are safely protected against mechanical damage. The floor barriers
must remain accessible. It should be noted here that during the reconstruction work
e.g. long pieces of pipe are handled in a confined space.
Should it be essential in the course of the reconstruction work to remove parts of the HDWNLA except
In order to put into operation or carry out conversion measures, this is mandatory in
Coordination with the plant manufacturer (Callies) on their own responsibility by the
Planning office. The VT department (plant manager) will be
informed. The work can only be carried out by the plant builder Callies
This must be taken into account accordingly.
In the context of decommissioning, mandatory compensation measures are
according to the instructions for action. The list of compensatory measures
(Instructions for action) must be requested from the VT department. The implementation
of the compensatory measures is carried out independently by the planning office, which
Department VT of the rbb.
When planning the fastening structure for fastening the TGA media in the
Shafts, care must be taken to ensure that this does not result in any changes to the existing
HDWNLA. Should it be essential in the course of planning to include parts of the
HDWNLA or to carry out conversion measures, this is mandatory in
Coordination with the plant manufacturer (Callies) on their own responsibility by the
Planning office.
For the sprinkler technology trade, taking into account the rbb? Planning standards HLSK (see appendix) the following services within the framework of the
commissioned service phases:
Staircase B:
- The existing sprinkler installation should not be changed as far as possible
- The fastening of the installations is in accordance with the
Check fire safety certificate
- In the event of faulty fastening, the approved condition must be restored
- unambiguous labels of the existing installations must be added,
If they are missing
According to the current fire protection certificate, it is necessary to add the HDWNLA to the
Floors 2.UG to 2nd floor to be extended to staircase B. Through the office ZHN is an extension
planned and pre-coordinated with the experts for fire protection and extinguishing systems
become.
- the existing planning results of the ZHN office are to be examined and supplemented
and ready for execution
- the necessary cable routing and pipe routes in shafts, corridors and
Basement control units must be coordinated with all those involved in the planning process (especially construction, statics)
- missing breakthrough planning must be created
- Observance of the fire protection requirements for fastening and
Bushings and in the basement also the pipe routing (accompanying sprinkling)
Staircase C:
In shaft C and the adjacent former elevator shaft,
Floors (gratings/concrete) can be installed on each floor. The structural planning
this exists to a large extent, although not in detail. The basic principle is to:
be recorded.
In shaft C, scaffolding is installed in the existing building to overcome the floors. The
Access is located at the intermediate platforms through hatches at different heights.
All installations of the technical building equipment are up to the current level
of the intermediate platforms. The plan is to completely renew the existing building. For the
Sprinkler system, this means the following expense:
- Review of the design planning sprinkler technology office ZHN
- Revision, supplementation and completion of the present planning,
if possible
- Compliance with fire protection requirements for fastening and penetrations
- Construction of a parallel line in the hallway at a defined point and connection to the
Restore inventory in the area of the interfaces - downtime of the
Extinguishing system in area C as short as possible, compensatory measures
necessary!
- after the rehabilitation of the shaft and the installation of the scaffolding/
Installation of the new string C with floor valves as well as the
Schachtschutzes
- Closure and recommissioning at the new location
- Dismantling of the temporary solution in the corridor
- Creation of a reconnection concept with planning of the necessary
Compensatory measures - coordination and approval by rbb,
Experts and, if necessary, fire brigade necessary
