The Norwegian Climate and Pollution Agency (Klif) would like tenders for consultancy services for quality assurance, operation and administration of the refund schemes for waste oils and trichloroethene (TRI). The assignment is for refund requests received in the period 1.1.2013 - 31.12.2013. The service provider shall supervise incoming requests and possibly recommend payments of refunds to Klif. If there is doubt about whether the terms for a refund are fulfilled, the service provider shall try to clarify the case. If the service provider believes that the terms for a refund are not fulfilled, the service provider shall send the case to Klif for an assessment and decision. Klif will carry out the actual payment of the refund or the decision on refusal.

The service provider shall also keep an overview of the actors in the refund schemes and assist Klif when needed.

If the refund schemes for waste oils are extended, the assignment will be extended in accordance with the option described in Annex 1 of the contract (chapter 1.3).

There will be an option for a contract extension for one year at a time. The contract cannot be renewed longer than 31.12.2016, cf. the regulations on public procurement (FOA) § 14-4 (k).
