The subject of the contract is the takeover or continuation of the regional management for the LEADER region Börde Oste-Wörpe based on the model model "Regional Management" of the Lower Saxony Ministry of Food, Agriculture and Consumer Protection (ReM sample service profile, as of 05/2015).
The scope of services includes:
- Process development and process design - organization, control, moderation, evaluation
- Concept and project development - concept update, implementation support
- Information, advice, support and activation of stakeholders
- Public relations - internal and external marketing

With the recognition of the LEADER region for the funding period 2023 to 2027, funding with a total budget of EUR 1,799,246.25 is available. Of this amount, EUR 424,173.00 is attributable to regional management plus municipal own funds. A total gross budget of EUR 530,216.00 incl. VAT is available.
The term of the contract corresponds to the funding period 2023 to 2027 and the contract starts on 17.07.2023. The contract ends on 31.12.2027. There is a one-time extension option of 6 months until 30.06.2028.

The Börde Oste-Wörpe region comprises the municipalities of Selsingen, Sittensen, Tarmstedt and Zeven (excluding the municipality of Gyhum) in the district of Rotenburg (Wümme). The town of Zeven acts as a middle centre and Selsingen, Sittensen and Tarmstedt are the basic centres in the Börde Oste-Wörpe region. Located between the regional centres of Hamburg (Elbe) and Bremen (Weser), it is easily accessible via the Autobahn 1, which runs through the region. The convenient location gives the region a special advantage as a residential and commercial location. Currently, 52,425 inhabitants (31.12.2020) live in the Börde Oste-Wörpe region on an area of around 758.61 km². In addition to the good location, other attractive conditions of the Börde Oste-Wörpe region, such as the largely preserved character of historic Börde villages as well as a varied landscape, which is characterized by Oste and Wörpe and their lowland areas as well as the adjacent geest areas, ensure a high residential and leisure value. The regional economy is dominated by small and medium-sized enterprises.
The Börde Oste-Wörpe region is located in the natural area of the Zevener Geest and has a natural, undulating and varied cultural landscape. A typical feature of the region is the small-scale alternation of arable land, grassland, forest and moorland. A special feature is the ground moraine landscape of the Zevener Geest.

The region was selected and recognized as a LEADER region for the funding period 2023 - 2027 on 19.12.2022. For the entire funding period 2023 - 2027, a total of 1,799,246.25 euros in funding, based on 758.61 km² and 52,425 inhabitants (as of 31.12.2020), is available for projects and measures.
