Description:
New day care center Giselberstraße — services according to sections 34 and 39 HOAI

The Hanseatic city of Buxtehude plans to build a daycare center and complementary third-party use in the area of the new construction area Giselbertstraße. According to current planning, 4 elementary groups and 2 crib groups are planned. In addition, an offer of digital workspace is to be created in the building.

After a review of space requirements, there is currently a demand of approx. 2 200 square meters of GFA.

The project budget (KG 200-400) amounts to approximately EUR 4.4 million gross (calculated on the basis of 19%).

The services to be awarded consist of:

— service phases 1 to 4 according to §§ 34 and 39 HOAI,

— Service phases 5 to 9 according to §§ 34 and 39 HOAI, optional, phased.

There is no entitlement to access all optional service phases.

The Hanseatic city of Buxtehude is developing a residential area with around 11.4 ha and around 400 residential units on the outskirts of town, but close to the city centre and near the train station. The defining element and backbone of the residential area is a central 1.2 hectare green area, which is intended to take on common functions as a recreational area.

The intention is to construct a green noise protection landscape to shield the sound emissions of the south running railway line. Road-accompanying tree rows are to be created to green the road traffic area. It is planned to train a central location with district space and mixed area uses in the entrance area.

The basis for the entire district development is the final development plan No. 111.

The construction fields are gradually being developed in building construction. Around 75% of the planned residential units are expected to be ready for occupancy by the end of 2024.

In the entrance area of the new building area, the Hanseatic city of Buxtehude is planning a new day care center with a total of 6 groups. There are currently 4 elementary groups and 2 nativity groups planned. When it comes to space requirements, are the requirements of Nieders. Observe Ordinance on Minimum Requirements for Day Care Centers (1st DVO KiTag). Rooms must also be made barrier-free so that inclusive work is possible if necessary.

The room arrangements, accesses and routes should be organized in such a way that hygiene protection concepts in particular, such as during the corona pandemic, can be implemented. In addition, it is envisaged that third-party use must be provided for separately within the new build volume. The aim is to offer an offer especially for parents of daycare children as well as local residents who want to use a digital workspace, such as home school, home office and consulting services.

The desired room program (without kitchen) includes around 850 square meters of usable space for the daycare center. In addition, the required outdoor play areas of approx. 1,600 square meters must be planned and manufactured. Approximately 400 to 500 square meters of GFA are sought for third-party use. Statements on the urban planning classification of the building “in a prominent location to the district square” are expected and special attention is paid to the organization of stationary traffic, such as parking, delivery and delivery areas.

In advance of this call for tenders, the architectural firm SchroederArchitekten, Bremen carried out a variant study that shows basic urban planning solutions for locating space requirements on the property. The result of the variant investigation is made available to the bidders (at least in part) with the request to offer. The office involved in the variant investigation is not excluded from participation.

From the variants created, the urban planning principles of “variant 3” are to be pursued further and verified in structural engineering.

In addition, the planning of a noise protection landscape is currently being carried out by the landscape architecture firm Y-LA Ando Yoo Landscape Architecture, Hamburg. A current planning status is made available with the request to offer.

As part of the preparation of the development plan No. 111, the office Dittloff + Paschburg Landscape Architects was involved in the creation of the urban planning concept. The development plan No. 111 will be made available with the request to offer.

The Hanseatic city of Buxtehude is planning a community building with special neighbourhood functions to the west of the day care center's property. The so-called GISI box is planned by the office Mr. & Schnell Architekten PartGmbB, Hamburg. A current planning status is made available with the request to offer.

Completion is planned for the beginning of the 2nd quarter of 2023.

Note: In order to protect all parties involved in the process from the health risks associated with the spread of COVID-19, the AG reserves the right to conduct the negotiation without a trial date (cf. §17 para. 11 VgV).

Representatives from the administrative departments are included in the offer valuation in an advisory function.
