The areas Southern North Sea II and Utsira North were admissible for offshore renewable energy production in 2020. The Southern North Sea II area will have a total capacity of 3000 MW and shall be developed in two stages. Each stage shall have a capacity of 1500 MW. The Norwegian Government has decided that the auction shall be the main model for allocating areas for offshore renewable energy production, and the areas in the Southern North Sea II will be allocated via auction.
The consultant shall prepare an auction model for the Southern Southern North Sea II area, as well as assist in holding this auction. The assignment includes preparing an overall auction model for the Southern North Sea II area, including the design of a possible support system for phase I of the Southern North Sea II area. The remaining parts of the assignment are limited to phase I of Southern North Sea II area, and include assistance in connection with hearing process of the proposed auction model, development of specific auction rules and a possible support system, development / procurement of auction software and assistance during the auction itself.
The Norwegian Petroleum Directorate (the Directorate) invites tenderers to a tender contest for consultancy assistance to prepare an auction model and the implementation of an auction for the allocation of the areas in the Southern North Sea II area.

The Directorate needs consultancy service to prepare an auction model for the Southern North Sea II area, as well as assistance in holding such an auction. The assignment includes preparing an overall auction model for the Southern North Sea II area, including the design of a possible support system for phase I of the Southern North Sea II area. The remaining parts of the assignment are limited to phase I of Southern North Sea II area, and include assistance in connection with hearing process of the proposed auction model, development of specific auction rules and a possible support system, development / procurement of auction software and assistance during the auction itself.
The assignment will be concluded after the auction. The estimated agreement duration is until the end of June 2023, but delays may result in the duration of the agreement being extended after this date. The estimated value is not binding for the contracting authority.
The estimated value of the agreement is from NOK 2,000,000 excluding VAT to NOK 3,000,000 excluding VAT. The estimated value is not binding for the contracting authority.
