3.39.1.2. Construction of a new sports hall, cafeteria and ancillary premises in the park of the sports complex in Evere - Works contract - Open procedure

Construction of a gym as an extension of the Evere Sports Centre.

The extension will have an area of 2865 m².

The new construction includes new changing rooms in the basement, a sports hall and ancillary functions on the ground floor (warm-up room, offices, etc.). The first floor includes a cafeteria, a collective kitchen and a bleacher area.

Particular attention is paid to acoustics and energy performance (EPB 07/2017), including airtightness, as well as rainwater management.

The details of the contract are in particular indicated in the quantity survey attached in the annex.

This contract consists of a firm tranche and a conditional tranche. Depending on the available budget, all tranches may or may not be ordered.

Firm slice

The services that are part of the firm tranche will be carried out under the project management of the FPS Mobility and Transport - Beliris.

The firm tranche concerns parts 1 to 4 in the quantity survey (= items 1 up to and including 814).

Conditional tranche: Maintenance and servicing

The successful bidder is responsible for the maintenance and complete maintenance of his company's special technical installations (ventilation, heating, electricity & home automation (access control, parlophony, elevator ...), sanitary, drainage) until the end of the warranty period (= final acceptance award and maximum 3 years). It is his responsibility to provide the services and supplies resulting from the use of the technical installations, and to regularly monitor these installations to ensure that they are properly managed and used.

The services that are part of the conditional tranche will be performed under the project management of the municipality of Evere.

The conditional tranche concerns part 5 in the quantity survey (= items 815 up to and including 818).

As indicated above, this conditional tranche relates more specifically to the maintenance of the building, the control and maintenance of the roofs and plantations, and the complete maintenance of the technical installations during the warranty period (3 years).

This conditional tranche is provided for in view of the importance that will have to be given to the proper maintenance and upkeep of a public sports centre which will be frequently occupied.

The cumulative conditions for ordering the conditional tranche are the granting of provisional acceptance of the firm tranche of the contract as well as the availability of the budget. This order will be confirmed by registered mail.

The conditional instalment shall be confirmed by a unilateral decision of the contracting authority, of which the successful tenderer shall be informed by registered mail.

The successful tenderer may not claim any right to any compensation in the event that only the fixed instalment is ordered from him.

Nor may the successful tenderer claim compensation for any waiting period between the end of the firm instalment and the order for the commencement of the conditional instalment in the event of confirmation of that instalment.

The successful bidder agrees that the project management of the conditional tranche will be transferred to the municipality of Evere.
