Description:
Improvement of energy efficiency and air quality through the use of renewable energy sources in the Municipality of Uniejów

1. The subject of the contract is the performance of the task entitled: Improvement of energy efficiency and air quality through the use of renewable energy sources in the Municipality of Uniejów.

The project is co-financed by the European Regional Development Fund under the Regional Operational Programme of the Łódź Voivodeship for 2014-2020, Priority Axis IV Low-Emission Economy, Measure IV.1 Renewable energy sources, Sub-measure IV.1.2 Renewable energy sources.

2. The subject of the contract is the preparation of design documentation and works aimed at the implementation of the investment consisting in the delivery, assembly and commissioning of:

(a) photovoltaic installations

(b) solar installations

(c) combined solar and photovoltaic installations;

The subject of the contract includes the construction of 201 photovoltaic installations and 49 solar installations. Detailed information, among others on the location of individual installations is contained in Annex 1 to the SWZ. All locations are located in the Uniejów Commune.

The project will be implemented in the 'design and build' system.

The contracting authority guarantees the performance of the contract at the level of not less than 85% of the subject of the contract.

3. a detailed description of the subject of the contract can be found in Annex 1 to this SWZ

Minimum warranty period for the subject of the contract – 60 months; minimum warranty period for the subject of the contract 60 months. The warranty and guarantee period begins from the date of completion of works confirmed by the final acceptance protocol of completion of works, the warranty period runs simultaneously.

The above provision does not apply to photovoltaic modules, for which the manufacturer's warranty is a minimum of 12 years, while the power guarantee after 25 years min. 82 % and inverters for which the guarantee must be at least 15 years.

The contractor's response time to reporting an installation failure during the warranty period may not be longer than 48 hours. The response time is understood as the time from the moment of reporting the failure by e-mail or SMS (during the warranty period and after the warranty period) to the moment of starting to remove the reported failure. For warranty repairs, the Contractor is obliged to use brand new elements with parameters not worse than damaged elements from before the defect.

4. The standard scope of delivery and installation for photovoltaic installations includes:

On-site inspection of all facilities

Development by an authorized person of individual projects and electrical diagrams of the installation.

Delivery and assembly of installations based on technical documentation and an approved individual concept of the arrangement of photovoltaic modules prepared by a person with appropriate permissions, in accordance with applicable standards, construction art and applicable provisions of the Construction Law.

Execution and fixing of DC cabling connecting photovoltaic modules with an inventor guaranteeing insulation in accordance with standards, resistance to UV radiation.

Installation of a 1-phase or 3-phase inverter – depending on the type of installation

Preparation of technical expertise of roofs

Installation of fire protection switches (where installation is required in accordance with applicable regulations)

Soil load-bearing tests, in cases where the panels are to be mounted on the ground.

Where it is necessary to perform a photovoltaic installation, replacement of fuse protection with automatic overcurrent protection (automatic fuse protection is not allowed)

Installation with full optimization for the indicated end users

Protection of the installation on the DC side, among others through surge arresters (possibility of using a protector built into the inverter)

Protection of the installation on the AC side, among others, by means of a surge arrester, overcurrent circuit breaker, residual current protection (in necessary cases, the costs associated with proper residual current protection are covered by the contractor)

Effective notification to the DSO on behalf of the User

Agreeing all photovoltaic installation projects above 6.5 kWp with a fire protection expert

Start-up of the installation after connecting to the DSO power grid.

Filling defects of walls, ceilings, expeditions, sealing the roofing after the passage of wires and assembly works performed

Training the user in the correct and safe operation of the installation and its ongoing maintenance

Providing the Contracting Authority with as-built documentation containing:

a) designs and diagrams of electrical photovoltaic installations

b) instructions for use of the photovoltaic system

(c) measurement protocols for electrical and earthing installations

d) declarations of conformity or safety certificates for photovoltaic modules and inverter, certificates of conformity for built-in materials

(e) technical data sheets of installed devices;

f) warranty cards of installed devices

(g) a protocol for training the user in the safe operation of the installation, including instructions for use;

The standard scope of delivery and installation in the scope of solar collector installation includes the implementation of:

- installation of solar collectors using system mounting kits and connection sets designed for a given type of collector, the optimal angle of inclination of collectors should be used, unchanged for the collector exposure throughout the year, in the range from 25 degrees to 60 degrees and the arrangement of collectors as far south as possible, with an acceptable deviation from this direction in the range from - 45 degrees to +45 degrees;

- dismantling the existing hot water heater and disconnecting it from the existing installation (the dismantled heater remains at the disposal of the owner of the facility),

- installation of a new hot water heater with a mixing valve and building it into the DHW system circuit

- installation and insulation of pipelines between collectors, pump group and hot water heater

- assembly of the pump group

- installation of temperature sensors in solar collectors and in the tank

- connecting the existing heat source to the hot water heater

- rinsing with solar fluid and conducting tightness tests of the solar installation

- filling, venting and appropriate regulation of the liquid flow and determining the correct pressure according to the installation of the manufacturer of solar collectors

- finishing at least in accordance with the original state of the installation passages (plaster / insulation, passages through walls, ceilings, roof) and effective protection against weather conditions of places outside the facility where construction works were carried out

- programming and commissioning of the automation system

- the contractor is obliged to train the user of the installation in the use of the equipment used

- supplementing cavities of walls, ceilings, sealing of roofing after passage of wires

- commissioning and participation in the technical acceptance of the installation

- training users in the correct and safe operation of the installation and its ongoing maintenance

- if necessary: adaptation of doors, partitions, gates to the possibility of transporting elements of the solar installation to the place of its installation as along the planned path of solar wires (eg dismantling the roof soffit); deepening the place and making a spout, where the solar heater will be located, if needed; if poor strength of the structure (ground) under solar collectors is found, it should be properly strengthened; in the absence of necessary utilities in the room where the solar installation will be installed, bringing hot and cold utility water and central heating to it;

In the technical room, in which the installation of the hot water heater and the pump group is planned, a two-plug electrical socket with grounding with wires with a cross section of 3x2.5 mm2 should be installed. The electrical installation of the socket should be protected by a B16A circuit breaker and a residual current circuit breaker. For TNC networks, a 230 V two-pin socket with grounding with B16A overcurrent protection should be made.

- providing the Ordering Party with as-built documentation of the installation for each location containing

a) a project with a diagram of the installation;

b) simple instructions for use of the installation written in non-technical language in Polish

(c) protocols of tests and checks with positive results, including:

d) declarations of conformity or safety certificates, attestations of conformity for embedded materials

e) guarantee card for performed works

(h) a protocol for training the user in the safe operation of the installation and instructions for use

i) installation acceptance protocol signed by the representative of the Contracting Authority and the contractor, with the participation of the user

- exercising author's supervision during the implementation of the investment by the designer in accordance with applicable regulations,

If, during the design and implementation works, the need to prepare any other expert opinions and studies is revealed, the Contractor will be obliged to perform them.

The Contractor will be obliged to keep documentation of delivery and assembly and to perform all necessary measurements, tests and checks

5. The subject of the contract should be brand new, free from defects, meet the quality standards specified in the relevant legal acts, have the manufacturer's warranty and should meet all the requirements provided for in applicable regulations for this type of products and can not be the subject of claims of third parties.
