In continuation of the two political agreements: "Agreement on financing of efforts to prevent and dismantle parallel communities and agreement on the framework of the National Agricultural Foundation for physical changes in the exposed residential areas, etc. in the period 2019-2026", an analysis of renovation needs should be initiated throughout the the general housing sector is looking forward to the conclusion of a new housing agreement in 2020.
In continuation of the two political agreements: ”Agreement on financing of efforts to prevent and break down parallel communities and agreement on the National Building Fund's framework for physical changes in the exposed residential areas, etc. in the period 2019-2026 ”, an analysis of renovation needs throughout the general housing sector will be initiated until the conclusion of a new housing agreement in 2020.
A maximum limit for the analysis of DKK 5,000,000 has been set aside.
The analysis is intended to clarify the need for extraordinary renovations that are not part of the general maintenance and which can obtain support from the National Building Fund or municipal loan guarantees for the entire housing sector.
The analysis basically consists of four parts:
1) Register analysis and determination of renovation needs;
2) Ongoing digital registration of maintenance and maintenance needs;
3) assessment of incentive structure;
4) The consultant's considerations and recommendations regarding the management of the future renovation needs in the general housing sector.
The existing renovation needs must be assessed and scenarios prepared for the renovation needs for the next 20 years. In addition, a model must be prepared that enables continuous updating, for example for the upcoming housing agreements concluded in the Folketing. In connection with the work, 10 relevant completed renovation cases must be described, which may support the analysis work.
The starting point is that the calculation of the renovation needs must be carried out on the basis of a register analysis that is designed by the supplier so that a number of specific requirements and specifications are met. This will include examining whether the ongoing calculation of the renovation needs in the housing departments can be done on the basis of an ongoing digital registration of maintenance and renewal plans, as well as the identification of the potential for reducing energy consumption in public housing in connection with renovation, the need for demolition of housing and specification of the need for supported renovation in hard ghetto areas.
Finally, the overall analysis includes a sub-task of assessing and proposing ways to improve the incentive structure of the Agricultural Fund's current renovation aid scheme. This will include assessing whether applicants have sufficient incentive to save on maintenance and improvements themselves, and whether the so-called differential resident payment promotes a number of specific types of investment sufficiently.
The Danish Transport, Housing and Housing Agency does not divide the contract into several sub-contracts, cf. clause II.1.6), as close cooperation between the supplier and the Danish Transport, Housing and Housing Agency is expected on the tasks in question and since no meaningful work can be done. a division of the individual tasks as this entails a risk in relation to the division of responsibilities between the suppliers. Furthermore, financial considerations speak for an overall solution, as savings are expected in the procurement process itself and in subsequent contract management.
