The Contractor will provide Project Management Office in order to support INELFE during the tendering, execution and construction phases of the electrical interconnection project between France and Spain via the Biscay Gulf for the period between February 2019 and December 2025.

The project, also called “Biscay Gulf Electrical Interconnection FR-ES” is a joint project developed by INELFE on behalf of Réseau Transport d’Electricité (RTE) from the French part and Red Electica de Espagna (REE) from the Spanish part.

The project is also supported by the European Union’s Connecting Europe facility (CEF).

The Contractor shall support INELFE for the following activities:

— Organisational PMO Duty until award of the main contracts for supply, construction and installation of cables and converter stations. It is broken down into:

(i) Transversal management,

(ii) Planning project,

(iii) Budget management,

(iv) Risk management

(v) Document management.

— Service of Assistance for Development of Organization and Project Management Aspects of Main Contracts: assistance for development of the main contracts for supply, construction and installation of cables and converter stations.

— Operational PMO Duty from award of the main contracts until the final feedback of the whole project (planned for December 2025), after beginning of commercial operation of both electrical links (due in July 2025). It is broken down into:

(i) Transversal management,

(ii) Planning project,

(iii) Budget management,

(iv) Risk management, and

(v) Document management.
