Technical equipment services in accordance with § 55 HOAI 2021 in conjunction with Annex 15 HOAI, LPH 1/2-9, for conversion and renovation for 2 sub-objects (plant groups 1, 2, 3) with the following brief description:
1. Sub-property 1 (TO 1): Conversion and renovation of the administration building Amthorstr. 11, House 01, 07545 Gera Sub-area 2nd floor and accessibility (reinforced concrete - skeleton construction, built in 1974/75)
2. Partial property 2 (TO 2): Conversion and renovation of the administration building Amthorstr. 11, house 02, 07545 Gera (in solid construction, built in 1936 with an extension in 1976/77)
The City of Gera intends to merge the Department of Urban Development, Construction and Environment into the existing administrative complex at Amthorstrasse 11 and develop it as a central administrative location.
The aim is to create a contact point for the citizens with short distances in the sense of a modern, attractive administration and at the same time to achieve synergy effects for the employees of the Gera city administration by bundling the administrative units. In return, the administrative site at Ernst-Toller-Str. 15, which is located in the immediate vicinity, is to be free-linked, including the traffic control technology located there and the city network node of the city of Gera.
The administrative complex at Amthorstrasse 11 consists of the sub-properties House 01, House 02 and House 03. The sub-object house 03 is not part of the planning task. The building house 01 is only to be converted in a partial area, the building house 02 is to be converted and renovated in its entirety in the course of the measure in compliance with all necessary legal requirements. The use of subsidies is planned to finance the measure.
The provision of services will begin immediately after the end of the VgV procedure, probably at the end of 2023.

The services of specialist planning for technical equipment in accordance with § 55 HOAI 2021 in conjunction with Annex 15 HOAI, are to be provided for the conversion and renovation of the two sub-properties.
For sub-object 1, house 01, the service phases 2-9, plant groups 1, 2, and, as a special service, the preparatory work for the funding application must be provided.
For sub-object 2, house 02, the work phases 1-9, plant groups 1, 2, 3 and, as a special service, the preparatory work for the funding application, are required.
The intention is to award the contract within the framework of a step-by-step contract, whereby it will initially be contractually agreed up to service phase 3. A gradual transfer of service phases 4 to 9 HOAI is intended, there is no legal entitlement to this.
Dates: LPH 3 until 30.06.2024, LPH 4 until 31.03.2025, LPH 5 and 6 until 30.11.2025,
Construction will start in March 2026, completion is expected in August 2027, depending on the provision of funding
