The City of Kouvola invites tenders for the loose furniture of the new building of the Valkeala community centre in accordance with the attached documents.

The building is a healthy and safe learning and working environment and a multifunctional space serving the area. The community centre houses grades 1–9, preschool education, early childhood education shift daycare centres, a library, a family centre and youth work, and a regional kitchen. The facilities will be built for approximately 650 students and about 120 kindergarten children. There will be approximately 120–130 employees in the premises. The facilities are used by youth work, adult groups at the adult education centre and a handicraft school for children and young people, a school of fine arts, a music institute and the wellbeing services county of Kymenlaakso. In addition, the community centre offers versatile meeting and hobby facilities for associations and sports clubs in the Valkeala area.

The community centre will be commissioned on 1.1.2024.

The procurement is divided into four (4) areas:

1. Furniture for working environments and living areas

2. Furniture for learning environments

3. Kirjastokalusteet

4. Early childhood education furniture

You can offer either all areas or individual subdivisions.

As an example, a product from a single supplier has been used to describe the products in order to describe the intended product with sufficient precision and clarity. However, in these situations, a similar product from another supplier is always accepted.

Comparison of offers is carried out by price and quality criteria.

The tenderer shall, at its expense, deliver the furniture mentioned in Appendix 1 to Kouvola for testing for quality assessment. The materials of the model furniture do not have to correspond to the materials mentioned in the invitation to tender.

The furniture must be delivered to Valkeala on Monday 24.4.2023, the place and contact persons in Valkeala will be notified to the bidders immediately after the end of the offer period.

The overall assessment is carried out by a jury of experts.

No remuneration shall be paid to tenderers for submitting a tender or participating in the procedure. The prices shown in the offer must be valid for the entire duration of the purchase.

The preliminary procurement implementation schedule is:

- procurement decision April-May 2023

- Delivery content checks and orders May 2023

- furniture deliveries will start no earlier than 17.10.2023 and end no later than 15.11.2023.

With this invitation to tender, the tendering process for the furniture of the Valkeala community centre will be relaunched. This invitation to tender corrects any discrepancies between the tender document and the appendices or other technical errors. In the previous round of calls for tenders, numerous proposals were made on product changes, etc. In the answers to the additional information questions, some changes/clarifications were made to the requirements. These changes have now been taken into account in this invitation to tender and in the product appendices. Other substantive changes (e.g. product/fabric changes) will not be accepted in the invitation to tender.
