The subject of the procurement is the SPA monitoring, which is carried out as a permanent task in 44 EU bird protection areas every six years. The SPA mapping takes into account all valuable breeding and migratory bird species. The breeding bird mapping in the SPA areas is carried out as a full-surface territorial mapping according to methodological standard (Südbeck et al. 2005). The migratory and resting bird recording takes place in the open land areas and is based on the specifications of the DDA waterbird census. For all valuable bird species in SPA, the conservation scheme is assessed in accordance with the LANA decision ("Pinneberg scheme").

From 2023 to 2029, the third survey is to take place in all 44 SPA areas.

In addition, the implementation and organisation of the nationwide waterbird census, the monitoring of rare breeding bird species and the monitoring of common breeding bird species for the years 2025 to 2028 are part of the SPA monitoring. These are ongoing monitoring programmes that are carried out every year with several surveys within the respective area settings. This also includes comprehensive data evaluation and processing.

The service will be provided as part of the DDA waterbird census on the area developed for Thuringia according to the associated methodological standard in the years 2025 to 2028. All requirements stated there apply.

The contractor shall carry out the counting of resting waterfowl on eight midmonth dates between September and April. The dates are based on the specifications of the DDA.

The recording takes place over the entire surface. A total of 100 wetlands distributed throughout the country with a total size of 5,000 ha of standing and flowing waters are to be mapped.

The service includes the state-wide collection and processing of data on endangered (RL hazard categories), rare (less than 100 breeding pairs in Thuringia) or specially protected under European law (Annex I VS-RL) bird species in the years 2025 to 2028.

The surveys are to be carried out annually according to the methodological standard SÜDBECK et al. (2005). At least one quarter of the species-specific breeding populations shall be taken into account. Populations of extremely rare bird species (national breeding population below 10 BP) and colony breeders (with the exception of sand martins and grey herons) shall be fully recorded.

The service is part of a long-term study and is provided in the DDA monitoring of frequent breeding birds (Mhb) on the area sample drawn for Thuringia. The MhB-specific methodology shall be applied in accordance with the attached mapping instructions and leaflets. All requirements stated there apply.

The contractor annually carries out the monitoring of common breeding bird species on 75 sample plots of the area sample drawn for Thuringia according to the DDA method standard in the years 2025 to 2028. The sample plots, each 100 ha (1 km x 1 km), are distributed throughout the country.
