1. The subject of the contract is the provision of services in the field of:

a) collecting and managing municipal waste from residential real estate from the Strumień commune,

b) equipment and service for the Selective Municipal Waste Collection Point in the area belonging to the municipality of Strumień, hereinafter referred to as the Point and for the management of waste from residential real estate accepted at the Point.

2. A detailed description of the subject of the contract is attached as Annex 1 to the ToR.

3. In the proceedings for the award of a public contract, the Employer shall apply the so-called "Reverse procedure" referred to in Article 24aa of the PPL Act.

The subject of the contract is the provision of services for the collection and management of municipal waste arising on the property of the Strumień commune, in which the inhabitants reside. The subject of the contract includes real estate specified in Annex 1 (List of real estate / address points from which municipal waste will be collected). The subject of the order is also the equipment and service of the Selective Municipal Waste Collection Point, hereinafter referred to as the Point and the management of waste from residential real estate accepted at the Point. The Contractor's responsibility is

The organization of municipal waste collection in accordance with the Waste Act, the Regulations for maintaining cleanliness and order in the commune of Strumień, adopted by Resolution No. XX.178.2016 of the City Council in Strumień of 25.5.2016 on the Regulations for maintaining cleanliness and order in the commune of Strumień (Journal of Laws of the Silesian Voivodeship from 2016, item 3047, as amended) hereinafter referred to as the Regulations and Resolution No. XX.179.2016 of the City Council in Stream of 25.5.2016 on determining the detailed method and scope of providing services in the scope of collecting municipal waste from the owners of real estate where residents live and managing this waste in exchange for the municipal waste management fee paid by the owner of the real estate (Journal of Laws of the Silesian Province of 2016, item 3048, as amended), hereinafter referred to as Resolution.

There is a mixed municipal waste collection system (bags and containers) in the Strumień commune. Collection of municipal waste will take place directly from the real estate where residents live and will be divided into:

(a) waste from separate waste collection, collected as follows:

- paper waste, including cardboard, paper packaging waste and cardboard packaging waste: in blue containers marked 'Paper',

- glass waste, including glass packaging waste: in green containers marked 'Glass',

- metal waste, including metal packaging waste, plastic waste, including plastic packaging waste, and multi-material packaging waste: in yellow containers marked 'Metals and plastics',

- biodegradable waste, including bio-waste: in brown containers marked "Bio",

- slag and ash from heat sources: in gray containers, marked "Ash", classified under code ex 20 01 99 or ex 20 03 99 ";

b) mixed municipal waste, collected in containers with a capacity of at least 80 l;

c) furniture and other bulky waste (excluding construction and demolition waste), waste electrical and electronic equipment, waste tires.

The Contractor's responsibility will also include:

a) collecting batteries and accumulators used in home electronics and household appliances;

b) collection of waste cytotoxic and cytostatic drugs (20 01 31 *) and medicines other than those mentioned in 20 01 31 * (20 01 32).

The amount of municipal waste generated in households from the Strumień commune, expected to be collected directly before the property and development during the term of the contract, calculated on the basis of the reports of the entrepreneur collecting municipal waste from the Strumień commune in the period 1.7.2018 -30.6.2019, in the duration of the contract (i.e. 12 months) is approximately 4,369.16 Mg.
