Introduction and integration of a modern payroll system / personnel information system as a supplement to the existing hospital information system
The client has set itself the goal of providing a modern,
future-oriented, expandable and developable payroll system / personnel information system as a supplement to the duty scheduling / time management systems and the administrative hospital information system SAP as well as the medical hospital information system to start holistically across all facilities.
This also requires an integrative solution with the administrative ERP system, which covers the following higher-level tasks:
- Consolidation into an overarching payroll system /
Personalinformationssystem.
- Transfer and transfer of all necessary data for and from the wage and
Payroll from/to time management as well as duty scheduling for automated payroll.
- Transfer of employee master data to the roster system (previous and future systems) to avoid redundant employee master and
Bewegungsdatenpflege.
- Creation of sufficient transparency for optimal payroll accounting across all facilities of the client.
- Substitution of documentation and evaluation processes in paper form through IT support.
- Elimination of redundant entries.
- Improvement of economic efficiency.
- Development of a comprehensive personnel information system as a complete solution, consolidation of individual subsystems for subtasks into the personnel information system, if necessary using interfaces.
The system should have a modular design and be expandable according to the requirements of operation. In the future, the system will support the following HR topics:
- Personnel administration and payroll accounting
- HR master data maintenance and document management
- Electronic personnel file
- Competence and R&W management
- Stellenmanagement / Stellenbewirtschaftung
- Health and absenteeism management
- Mitbestimmungsmanagement/Terminhaltung
- HR reporting
- Legal information and certification system
- Strategic personnel management
- Connection of third-party systems such as financial accounting, time management,
Duty scheduling, resource planning, audit-proof long-term archive hardware, mobile systems, BI system
We are looking for a provider who, as a general contractor, will use the specifications listed in the specifications
can meet the required services, including hardware, system software and database, if applicable. If this cannot be achieved with its own software products, the provider is free to offer subsystems. In these cases, it must be ensured that functional, comprehensive and comfortable (standard) interfaces exist or are created for these subsystems. These interfaces must be taken into account in the offer as a fixed price and must always be disclosed.
In addition, the provider must agree to support the client in future
Comprehensively support extensions of IT deployment. The new systems are expected to meet today's standards of modern data processing programs. Examples include:
- a modern database system for data storage with central server or
networked servers at selected subsystems,
- Extensive hardware independence
- client-server solution,
- optimal adaptability to the organization of the hospital,
- no redundant data collection across all queried modules and already
existing systems (including integration of subsystems),
- Use of standard interfaces (certified interfaces to roster and
Zeitwirtschaftssystemen, Geräteschnittstellen Erfassungsterminal etc.),
- investment security of the solution,
- the expansion capacity of the system,
- 24-hour operation of the system and
- user-friendly program operation.
There must be no compatibility problems with the established communication servers on the market or with the existing systems at the AG. A communication server (Cloverleaf company HealthComm) is available and usable in the hospital.
The system should comply with the MS Windows standards, which means as a minimum requirement that the data obtained from the information systems can be easily imported into MS Office programs and further processed with these programs.
Only offers whose essential parts (software) are permitted by the bidder himself
be provided. Subcontractors can also be planned for all areas, but this must be indicated. The hardware is to be offered on the basis of marketable (software-independent) products with open interfaces.
The client will provide the hardware himself (according to the contractor's specifications)
procure. The bidder has the minimum requirements for the hardware
to pretend.
