Reception, transport and management in recovery or disposal of stabilizate after biological processing at MBP installation, i.e. waste code 19 05 99 — other unlisted waste

The subject of the contract is successive collection, transport and management in the process of recovery or neutralization of stabilizer after biological processing in the MBP installation, i.e. waste with the code 19 05 99 – other non-listed waste, generated in the Ordering Party's plant. The offered method of management must be carried out in a manner consistent with the hierarchy of waste management methods, in particular with the recovery or disposal processes described in Annexes 1 and 2 to the Act of 14 December 2012 on waste (i.e. Journal of Laws of 2023, item 1587, as amended). Waste covered by this contract will be managed in installations for which the Contractor has decisions permitting the operation of this waste.

The stabilizer being the subject of the contract is created in the process of mechanical and biological waste treatment and is produced from the <80 mm sub-sieve fraction and from the 80-300 mm sorting ballast. The composition of waste that is a source material for the aerobic stabilization process consists mainly of kitchen and garden waste from mixed municipal waste, contaminated and wet textiles from the fraction of unsorted (mixed) municipal waste, non-commercial paper waste, multi-material waste, plastics, biodegradable film waste and mineral waste, including sand, soil, fine glass cullet, etc. The waste is practically devoid of ferrous and non-ferrous metal content by subjecting it to a magnetic and eddy current separation process. Waste will be prepared by the Ordering Party in the following way: a) Waste constituting a feed material in the process of aerobic stabilization in the first stage is subjected to intensive oxygen stabilization in compost tunnels for a period of at least 14 days. The process is automated, with continuous charge temperature measurement, aeration and humidification. During this phase of the process, the material is transferred once to avoid collation.b) After the first stage, the waste is transported to the stabilizer maturation site, where it undergoes an oxygenation process by flipping for a period of at least 6 weeks and is kept at the appropriate humidity until the appropriate parameters are reached. Then, after the completion of the stabilization process, the waste is prepared for collection at the mature compost/stabilization site.c) It is agreed that the waste being the subject of the contract will be transferred to the recipient only if the requirements set out in §3 section 2 of the Regulation of the Council of Ministers of 22 December 2017 on unit rates for the use of the environment (Journal of Laws of 2017, item 2490) are met. Compliance with the parameters by the stabilizer will be confirmed by laboratory tests performed once a month, with samples for testing taken by a representative of this laboratory. The test results will be forwarded to the recipient for inspection before the sales order is sent, and then forwarded to the recipient in the form of a copy confirmed as a true copy after the end of the month in which the batch was collected. Waste collection will take place from the ZUOK area in Puławy at 96 Dęblińska Street on working days, in the amount specified in the sales order sent by the representative of the Contracting Authority by e-mail to the representative of the Contractor. Collection will take place within 2 business days from the date of submission of the sales order. Waste will be prepared by the Ordering Party for bulk collection. Loading of waste is on the side of the Ordering Party. Transport of waste is the responsibility of the Contractor. Weighing of waste collected by the Contractor will take place on a legalized truck scale, located in the Ordering Plant, at 96 Dęblińska Street in Puławy. The documents of the records of each batch of waste collected by the Contractor will be prepared by the Contracting Authority via an individual account in the Database on products and packaging and on waste management (BDO), on the terms set out in the provisions of the Act of 14 December 2012. on waste (i.e. Journal of Laws of 2023, item 1587, as amended). The circulation of the above-mentioned documents will take place in the manner specified in these provisions. The amount of waste that will be transferred to the Contractor during the term of the contract will not exceed 20,000.0 Mg. The amount indicated above is the maximum quantity, and the order will be carried out successively during the term of the contract in accordance with the actual needs of the Ordering Party, with the proviso that the Contracting Authority guarantees the transfer of waste with the code 19 05 99 to the Contractor in the minimum amount of 10 000.0 Mg during the term of the contract.
