This tender procedure relates to the European tender for the contracting of one (1) contractor for OHS services. With this tender, the contracting authority 1 wishes to contract (one) tenderer who is able to provide the service properly (qualitatively and competitively), in accordance with the requirements stated in the present tender documents. A registration that relates to parts of the requested assignment will not be processed.
In summary, this tender comprises the following basic services:
- the supervision of employees of the SVOL in the event of absence on the basis of their own management model,
- deployment of at least 2 registered occupational physicians (with 1 acting as a replacement) within 6 weeks after reporting sick and, if necessary, faster at the request of the client,
- office hours (possible on every working day, including during school holidays) at a location in Lelystad, but not at a location of the client. The office hours last at least 10 minutes and the number of office hours is unlimited. This office location is easily accessible by public transport and is provided with a parking space for the relevant SVOL employee,
- full support for all types of absence, approach, guidance, prevention and reduction of absence,
- the Occupational Health and Safety Service will use its own system for medical data. A link must be established with the HR system of the SVOL, currently RAET. The Occupational Health and Safety Service agrees with the processor agreement, as added to this tender. The data that cannot be automatically linked (such as office hours messages and questions from managers) must be uploaded and downloaded by the Occupational Health and Safety Service in the HR system of the SVOL. The selected Occupational Health & Safety service will thereby gain access to RAET from SVOL. SVOL does not want to have to perform any operations here. The Occupational Health and Safety Service must add the office hours reports itself in RAET. The client can also decide to purchase an HR absence module from the contractor,
- the Occupational Health and Safety Service ensures the implementation of absence monitoring and the analysis of absence,
- telephone consultation of the company doctor,
- deployment of a work capacity specialist,
- deployment of a labor expert consisting of 1 full working day (8 hours during SVOL working hours) per week at a location of the client,
- deployment of absenteeism coach and deployment of social worker,
- presence during a half-day for all locations (company doctor and labor expert) at the SMO (per) location (and later with new accommodation at 1 location) of the client with a frequency of 4 times a year,
- PAGO,
- HR advice regarding the Gatekeeper Act,
- the client has its own case managers and has its own management model. Client expects active support from the contractor. The contractor offers, if this proves to be necessary, a possibility of a second opinion,
- coaching, advice and guidance for managers and HR,
- performing the administration / filing / correspondence associated with these services,
- every 3 at the latest
