The service of ensuring the safety of the protected area, property and persons staying there, which is included in the scope of the subject matter of the contract, consists of, m.in, round-the-clock action aimed at ensuring the safety of life, health and personal integrity, as well as acting to prevent crimes and offences against property, as well as preventing damage resulting from these events and preventing unauthorised persons from entering the protected area, in accordance with the rules set out in the Act on the Protection of Persons and Property and in the procurement documents.

The service of ensuring the safety of the protected area, property and persons staying there, which is included in the scope of the subject matter of the contract, consists of, m.in, round-the-clock action aimed at ensuring the safety of life, health and personal integrity, as well as acting to prevent crimes and offences against property, as well as preventing damage resulting from these events and preventing unauthorised persons from entering the protected area, in accordance with the rules set out in the Act on the Protection of Persons and Property and in the procurement documents.

The Contractor must take into account the following modes of work during the planning and implementation stage of the Subject of the Contract:

• daily functioning m.in. functioning of offices, excursion routes, viewpoint, exhibitions, technical services, cleaning;

• daily functioning with additional assembly or disassembly of Events in the Protected Area carried out during the Technical Days;

• everyday functioning with additionally organized B2B/B2C Events;

• party activities during Mass Events, Mass Events and other events in the Protected Area.

The Protected Area has a great organizational and logistic potential, thanks to which events such as:

• football matches and other sporting events (e.g. rugby, volleyball);

• large mass events (concerts, live shows) with up to 82,000 participants;

• large mass events (full-stadium fairs, family events, picnics);

• corporate events, PR events, conferences, business meetings;

• Other events.

The Contracting Authority expects the Contractor to provide a security assurance service, i.e. a set of coordinated undertakings taking into account, in particular, the identification of hazards, constant and ongoing analysis of the risk of their occurrence, ensuring the protection of premises, equipment, infrastructure and personnel against the direct impact of physical factors and events such as fire, flood, theft, vandalism, terrorism and others in accordance with the risk analysis performed, through systematic and random inspections of property, persons and vehicles located in the Protected Area, use of available obstacles, identification and detection systems and effective security responses in accordance with applicable laws and response procedures, active participation in securing the event, including, among others, security services, information services and the security team in charge of these services (including the Contractor's Representative, Head of Security, Deputy Head of Security, General Event Manager, Event Managers, B2B/B2C Event Manager and VIP/Hospitality Zone Manager, Event Manager and Accreditation, Equipment and Logistics Specialist, Section Managers, Shift Commanders), as well as the operation of fire safety systems, video surveillance (CCTV), burglary and robbery alarm system, electronic access control system, etc.

Taking into account the special nature of the facility, which is PGE Narodowy, the preparation of the security system by the Contractor, in particular persons to perform the functions of the Contractor's Representative, Head of Security, Deputy Head of Security, Chief Event Manager, Event Manager, B2B/B2C Event Manager and VIP/Hospitality zones, Event Manager and Accreditation, Equipment and Logistics Specialist, Section Managers and Stewards, should be fully professional, based on the best practices and experience of the Contractor and the Contracting Authority. The Contractor undertakes to plan the security of PGE Narodowy, property and persons staying therein, taking into account the objectives and all components of the system indicated in the Specification of the Terms and Conditions of the Contract, including attachments.
