Stadtwerke Kiel operates two control systems of almost the same size for your energy generation, each with several tens of thousands of data points:
• ABB-800xA for existing cogeneration plants, heating plants, suburban power plants and district heating distribution
• Siemens PCS7 for the coastal power plant in Kiel
These two systems are operated independently of each other, although from both the common task of energy-economically optimized district heating generation and distribution in Kiel is fulfilled.
The two existing control systems of the Generation division of Stadtwerke Kiel AG are to be migrated to a common PCS7 control system. The migration is to take place at PCS7 OS level. The controllers of the ABB 800xA system should be transferred to the PCS7 system without adaptation, i.e. the ABB-800xA model must be migrated to PCS7 in an appropriate manner.
In addition to the pure control system function, the PCS7 control system includes archive systems from Videc GmbH Bremen and interface and optimization systems from Elpro GmbH Berlin.
The system must be fully redundant and built for two spatially separate control rooms distributed throughout the city of Kiel.
In addition to the pure migration of the controllers, the tender includes the migration of the interfaces into the office IT, such as an Sap interface for maintenance management and an interface to an Oracle database.
During the entire migration period, the control systems must be operated continuously in parallel.
The energy systems of the area generation are classified as critical infrastructure (KRITIS) in accordance with the applicable legal regulations, so that the IT and information security and the reliability of the employees used are given a high priority.
The implementation is to take place according to a migration path with several qualitatively described milestones. Each milestone is a decision point at which the migration project can be continued or canceled.
The tender includes the complete services of the control technology hardware and software, the necessary electrotechnical and I&C infrastructure including the necessary routing, installation planning, etc. including the complete documentation.
Upon completion of the migration project, a maintenance contract for the entire system is to be concluded, the design of which is part of the tendering process.
