The purpose of this call for tender is to design, plan, conduct and evaluate specific exercises for civil protection modules, technical assistance and support teams (TASTs) and European Union civil protection teams (EUCPTs) nominated by the participating states of the Union civil protection mechanism and deployable in civil protection missions under the mechanism, in accordance with Articles 3 and 4 of Decision No 1313/2013/EU of the European Parliament and of the Council of 17.12.2013 on a Union Civil Protection Mechanism.
The contractor shall design a base scenario for a tabletop exercise for key personnel of civil protection modules, TASTs, as well as a EUCPT and then plan and conduct 5 exercises on the basis of the designed model. Each of the exercises shall have a capacity of 26 participants (consisting of 20 key personnel of modules, 2 key personnel of TASTs or at least TAST trained plus 4 Union mechanism trained experts to establish an on-site coordination hub as part of the exercise). Each exercise shall last 2,5 days (travel time excluded). The exercises shall be conducted during the period October 2017 to September 2018. The actual dates must be approved by the Commission.
The contractor shall design the base scenario for a functional exercise and then plan and conduct 4 exercises on this basis and self-evaluate exercises after they are conducted. Each of the exercises shall have a capacity of participation of at least 3 civil protection modules from different participating States and/or up to 3 other capacities of the voluntary pool, totalling 3 participating modules or capacities, and in all cases 1 TAST as well as a European Union civil protection team (EUCPT) of 5 experts to establish an on-site operations coordination centre. For modules, this can be a different combination chosen from high capacity pumping, water purification, CBRN detection and sampling modules, flood rescue using boats (FRB) or advanced medical post with or without surgery (AMP/S). Participation of capacities shall be confirmed by participating States (through contract or letter of intent), and agreed upon with the Commission. Each exercise shall last 4 days (including arrival and departure times). The exercises shall be conducted during the period of October 2017 to September 2018. The actual dates must be approved by the Commission.

Participation of capacities shall be confirmed by participating States (through contract or letter of intent), and agreed upon with the Commission. Each exercise shall last 4 days (including arrival and departure times). The exercises shall be conducted during the period of October 2017 to September 2018. The actual dates must be approved by the Commission.
The contractor shall design an evaluation process for tabletop and field exercises and then participate in and evaluate 14 exercises (5 tabletop exercises and 9 field exercises) on this basis. The minimum amount of evaluators is 2 for tabletop exercises and 4 for field exercises. The exercises shall be conducted during the period of October 2017 to September 2018.
